Communication from the City Manager and Director of Public Works with a Request to ACCEPT the LOW BID of HOERR CONSTRUCTION, INC. and Award a Construction CONTRACT in an Amount Not to Exceed $550,000.00 from the Base Bid of $165,217.40 for the ANNUAL DRAINAGE REPAIR CONTRACT - 2017. (All Council Districts)

BACKGROUND:  Public Works proposes the annual storm sewer repair contract for 2017. This contract eliminates the delays experienced waiting for design, bidding, letting and Council approval of individual contracts for each repair project. The repairs will be designed “in the field” and paid based on the time and materials bid. This is an opportunity for the Public Works Engineering Division to improve efficiency and be more responsive.

 

Public Works prepared the contract specifications and bids were received on December 13, 2016 with five bidders submitting. The results are shown below:

The base bid represented quantities we would expect to see on a single project and covers typical pay items we expect to see throughout the contract.

 

Hoerr Construction, Inc. is a local business that has successfully performed work for the City in the past.

The Good Faith Efforts documentation submitted by Hoerr Construction has been reviewed and approved by the Equal Opportunity Manager. The company reported it was impractical to offer subcontracts because the project is a Time and Materials contract, and the amount of work has yet to be determined. However, the company plans to utilize a Women Business Enterprise (WBE) to do trenching work, as needed.

 

FINANCIAL IMPACT:  This construction contract is budgeted in Project S17001 in the 2017 Community Investment Plan.

 

NEIGHBORHOOD CONCERNS:  Storm sewer failures are a safety risk to the public.

                     

IMPACT IF APPROVED: City drainage infrastructure will be repaired.

 

IMPACT IF DENIED:  City drainage infrastructure will not be repaired.
