Communication from the City Manager and Public Works Director with a Request to APPROVE the LOW BID of KNAPP CONCRETE CONTRACTORS, INC., in the Amount of $461,006.00, and Award a CONTRACT for the SPRING LANE and ORCHARD LANE PROJECT, with an Additional Authorization of $46,100.00 (10%) for Contingencies, for a Total Contract Authorization of $507,106.00. (Council District 5)

 

Body

BACKGROUND:  Spring Lane and Orchard Lane are residential streets in the Ravinwoods Subdivision.  The subdivision streets were originally constructed in the 1940s with roadside ditches and culverts to carry stormwater runoff. The roadside ditches and culverts no longer function and significant flooding has plagued the residential properties on these streets.

 

The improvements will construct roadside ditches, install new driveways culverts, install new storm sewer pipe and inlets, replace driveway pavement, and restore disturbed lawn areas. The improvements are within existing right of way with the exception of the outfall pipe.  A permanent easement has been obtained on the property at 10206 N. Spring Lane for the storm sewer outfall pipe.

 

The contract specifies the work is to be completed between April 1 and June 1, 2022.  The April 1 start date is to allow time for utility companies to relocate their facilities before construction begins. 

 

Bids for the Spring Lane and Orchard Lane project were advertised in the Peoria Journal Star and on the City’s website. Bids were opened on November 16, 2021, with three (3) bids received, as follows:

Engineer’s Estimate:   $371,396.00

 

 

Even though the low bid price is over the engineers estimate, staff recommends awarding the contract. There is enough funding in the CIP project to cover the cost of this project. Staff recommends authorizing $507,106.00 to provide a 10% contingency.

 

The Good Faith Efforts documentation submitted by Knapp Concrete Contractors was reviewed and approved. Knapp will be self-performing most of the work with two subcontractors. Tazewell County Asphalt (not a WBE or MBE) will perform the asphalt work which is less than 1% of the contract value. Central Landscaping (WBE) will perform the landscaping work which is 11% of the contract value.  Knapp was unable to find a MBE landscape firm that has the equipment to install the spray application mulch.

 

Knapp’s recent Nebraska Avenue project included 29.7% (18% goal) minority workforce and 13.9% (3% goal) female workforce.

 

Engineering for the Spring Lane and Orchard Lane project was completed by CMT, Inc.

 

FINANCIAL IMPACT: Funding is available in the 2021 CIP project Stormwater Infrastructure Improvements. Project number O2107.

 

NEIGHBORHOOD CONCERNS: Constructing roadside ditches, culverts, and outfall pipe to manage runoff and reduce flooding within the neighborhood is a benefit to the neighborhood.

                     

IMPACT IF APPROVED: Stormwater Utility funds will be used to improve drainage conditions within the subdivision.

 

IMPACT IF DENIED: The subdivision properties will continue to experience frequent flooding and standing water in the ditches.
