BACKGROUND:

U.S. ENVIRONMENTAL PROTECTION AGENCY - The City of Peoria has received a grant from the U.S. Environmental Protection Agency to be used to conduct community-wide hazardous and petroleum assessments at eligible brownfield sites. The City will inventory, characterize, assess and if appropriate, conduct cleanup planning on priority sites. Funds will also be used for public outreach and community involvement/public participation processes. Brownfields are real property, the expansion, development or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. The receipt and expenditure of this grant needs to be reflected in the 2015 Capital Fund Budget in the amount of $400,000.

 

U. S. SMALL BUSINESS ADMINISTRATION - The City of Peoria received a grant from the U.S. Small Business Administration Startup in a Day Grant to assist small business startups through the permitting process and navigating resources such as grants and loans and technical assistance in the amount of $50,000. The receipt and expenditure of this grant needs to be reflected in the 2015 General Fund Budget in the amount of $50,000.

 

ILLINOIS AMERICAN WATER GRANT - The City of Peoria received a grant from Illinois American Water to enhance fire safety by purchasing eye protection in the amount $800. The receipt and expenditure of this grant needs to be reflected in the 2015 General Fund Budget in the amount of $800.

 

FM GLOBAL GRANT - The City of Peoria received a grant from FM Global to purchase two types of smoke detectors and stovetop fire suppression systems in the amount of $2,000. The receipt and expenditure of this grant needs to be reflected in the 2015 General Fund Budget in the amount of $2,000.

 

 

IDOT’s STEP PROGRAM - The City of Peoria received a grant from the State of Illinois Department of Transportation under the Highway Safety Project Agreement Sustained Traffic Enforcement Program (STEP) to allow the City to conduct special enforcement for impaired driving mobilizations and occupant protection mobilizations during six or more holidays. The grant in the amount of $21,212.60 covers the period October 1, 2015 through September 30, 2016. The portion of the grant allocated to 2015 is $8,735 with the remaining $12,477.60 being applicable to the period January 1 2016 through September 30, 2016. The receipt and expenditure of this grant needs to be reflected in the 2015 General Fund Budget in the amount of $8,735.

 

TOBACCO ENFORCEMENT GRANT - The City of Peoria received a grant from the Illinois Department of Revenue to ensure that local establishments are in compliance with the minimum age laws regarding the sale of tobacco products in the amount of $11,000. The receipt and expenditure of this grant needs to be reflected in the 2015 General Fund Budget in the amount of $11,000.

 

 

FINANCIAL IMPACT: The General Fund revenues and expenditures will be increased by $72,535.00 and the Capital Fund revenues and expenditures will be increased by $400,000.00.

IMPACT IF APPROVED:  Compliance with the internal control system and legislative requisite to keep the approved budget in balance.
