BACKGROUND: As a result of the 1998 Transportation Equity Act for the 21st Century (T-21), the Tri-County Regional Planning Commission was designated as the Metropolitan Planning Organization (MPO) for the Peoria/Pekin Urbanized Area Transportation Study (PPUATS) regional transportation funding planning process. July 1, 2021, PPUATS Policy Committee merged with the Tri-County Regional Planning Commission. The organization is now Tri-County Regional Planning Commission. The City of Peoria, as a participating local agency, provides funds to support the Commissions annual planning process for transportation funding requests to the State and Federal Governments. The Commission representation is drawn from elected officials and staff of local municipalities and counties, along with the airport authority, mass transit district, port district, IDOT and FHA.
Two committees consisting of transportation professionals meet monthly to discuss transportation issues on a regional level: a Technical Committee and a Policy Committee. The Technical Committee is made up of individuals appointed by their respective communities. Most of the individuals are public works and/or engineering staff. Throughout the year, the Technical Committee reviews and recommends planning policies and measures to the Commission Policy Committee. The Technical Committee typically meets the third Wednesday of each month at 9:00 a.m.
The City of Peoria has three seats on each committee and three alternatives. The three seats on the Technical Committee filled by City staff are Deputy Director - City Engineer Andrea Klopfenstein, GIS Asset Management Coordinator Alyssa McClain and Deputy Director - Operations Sie Marron. This request to appoint Assistant City Engineer Paola Mendez- Silvagnoli as a voting member to the Technical Committee, and to move Sie Marron to an alternate effective immediately.

FINANCIAL IMPACT: The City of Peoria continues to be supportive of the comprehensive transportation planning in the metropolitan areas and remains eligible to receive federal funds.
NEIGHBORHOOD CONCERNS: N/A
IMPACT IF APPROVED: The City of Peoria has representation on regional planning committees charged with planning and programming transportation improvements for the metropolitan area for years 2010 to 2035. Appointments of Members and Alternates to the Committees avoids the obligation for the Mayor to send a letter each time an alternate has to attend.
IMPACT IF DENIED: The Mayor would have to send a letter each time, an alternate, has to attend.
