Communication from the City Manager and Director of Public Works with a Request to APPROVE the First Amendment to a MASTER PROFESSIONAL SERVICES AGREEMENT #16-119 (K) with AMEC FOSTER WHEELER ENVIRONMENT & INFRASTRUCTURE, INC., in a Not-to-Exceed Amount of $785,000.00, for Combined Sewer Overflow Planning and Engineering Services in 2018. (Council Districts 1, 2 and 3)

BACKGROUND: This proposed engineering agreement amendment includes work to finish negotiations with the United States Environmental Protection Agency (USEPA) to agree to a Green Infrastructure Plan to abate combined sewer overflows (CSO’s). By amending the Master Services Agreement, staff can authorize elements of the work as needed. Attachments to this communication include the First Amendment to the Master Services Agreement, a detailed scope of services, and a fee estimate.
FINANCIAL IMPACT: Funds for this work will come from sewer revenues.
NEIGHBORHOOD CONCERNS: N/A
IMPACT IF APPROVED: We will have the technical resources to continue negotiations and ultimately agree with the United States Environmental Protection Agency (USEPA) on the final details of our Green Infrastructure Plan to control CSO’s.
IMPACT IF DENIED: We will not have the technical resources for the CSO work.
