BACKGROUND: The City of Peoria's combined sewer overflows (CSO's) have been regulated by USEPA and IEPA for over 25 years. This regulation is through a permit in the National Pollutant Discharge Elimination System (NPDES). The permit is renewable every five years. When the City of Peoria's permit was issued in June, 2006, the City was required to develop a Long Term Control Plan (LTCP) to address the impact of CSO's.
 
The LTCP was drafted in 2010, with a "gray" (tanks and tunnels) solution. Recently, the City was successful in investigating a solution that incorporates green infrastructure. Currently, we are negotiating the implementation schedule of a green infrastructure program.
 
Negotiations with the United States Environmental Protection Agency (USEPA) and Department of Justice (DOJ) and review of submitted technical documents continues to be slow. It is anticipated that the LTCP can be substantially finished during 2015. City outside counsel continues to advise that the City proceed slowly and deliberately in obtaining incremental approvals from USEPA/DOJ. The goal is to enter into a Consent Decree, which memorializes the LTCP green infrastructure project approach and a favorable implementation schedule.
 
During 2015, the project focus will be on further refining the green infrastructure plan and financial analyses and renewing the public involvement efforts. One of the early efforts will be to install monitors in the combined sewer collection system to quantify the needs and opportunities for effective green infrastructure. A green infrastructure pilot project will be designed and built in 2015. Ideas for supplemental environmental projects will be developed. Coordination with Crawford, Murphy & Tilly on the Stormwater Utility effort is included. Significant public involvement is included. Work will continue in early 2016 to launch the green infrastructure program.
 
The attached Scope of Work indicates the detailed task descriptions and manhour efforts. The AMEC team includes the following subconsultants: Symbiont; ELM, LLC; Maurer-Stutz Engineering; CH2M Hill; and John Todd Ecological, LLC. The AMEC team was hired initially in February, 2007, after a selection process. After an additional selection process, their contract was expanded in June, 2007.  Following is a table of CSO Engineering contracts to date:

FINANCIAL IMPACT: Funds will be available in the planned 2015 Community Investment Plan (CIP) and future 2016 CIP for project S12003, "Combined Sewer Overflow Long Term Control Plan" to pay for Amendment #7 of the subject agreement.
 
NEIGHBORHOOD CONCERNS:   A Clean River Committee made up of citizens and interested organizations, provided input during the initial development of the plan from 2007 through 2010. The subject scope of services includes renewing the public participation efforts for this project. An affordable, flexible plan that incorporates green infrastructure and complements redevelopment will benefit neighborhoods and businesses.
      
IMPACT IF APPROVED:  The City will move towards compliance with Clean Water Act CSO NPDES permit requirements.
 
IMPACT IF DENIED:   The City could be subject to enforcement action by the USEPA for noncompliance of CSO NPDES permit requirements.
