Communication from the City Manager and Director of Human Resources with a Request to APPROVE and AUTHORIZE the Execution of a Three-Year CONTRACT with HUMANA to Administer the EMPLOYEE ASSISTANCE PROGRAM (EAP).

BACKGROUND:  The City of Peoria requested proposals from vendors to provide an Employee Assistance Program (EAP) for its employees to assist them with various life issues they or their families may be facing.  Twenty-one (21) Requests for Proposals were sent out and two (2) responses were submitted by the following vendors:

Proposals were not evaluated based on fees alone.  Other evaluation criteria included, but was not limited to, the following areas:

 

                     The selected consultant must have an excellent reputation for successful execution of EAP programs for public jurisdictions of comparable size.

                     Accessibility of services to employees and approach for dealing with various types of employee/family problems.

                     Quality and experience of the staff to be assigned to the project.

                     Ability to perform in a timely manner.

                     Diversity of staff as to race, ethnicity, gender, sexual orientation, age, physical abilities, religious beliefs and language.

                     Approach for educating employees and training supervisors.

                     Plan and approach for monitoring referrals and treatment.

                     Program administration and compliance with professional and legal standards.

                     Program cost.

                     Overall quality and apparent understanding of the project as reflected in the response.

                     Past satisfaction by clients and participants as indicated by references attached to the response.

 

Based upon the information presented in the Request for Proposal, it was clear that Humana was the preferred vendor to provide the City’s Employee Assistance Program.  Humana has extensive experience providing services to many city, state, and government municipalities.  Their EAP and work-life programs offer an array of comprehensive, integrated solutions designed to maximize organizational and employee performance.  They provide services to over 51,000 groups, accounting for more than 8.6 million lives and their reputation has risen to that of a leader in the marketplace, a benchmark by which other EAP and HR consulting firms are compared.  They will take an integrated approach, combining counseling, coaching, legal/financial assistance, work-life services, and management support with our internal benefits to deliver a singular, cohesive solution.  Humana delivers unmatched services, such as their in-house, multidisciplinary strategic marketing team, and their counseling support, staffed exclusively by their own master’s and doctoral-level EAP professionals.  To maximize utilization, they also offer unlimited EAP and work-life orientations for managers and employees.  By applying their years of experience working with public entities and city/county governments, they take a customized approach for EAP and work-life services.  This will allow them to maximize implementation and produce effective communications to generate engagement.

 

FINANCIAL IMPACT:  The funds to execute contract have been budgeted in line item #1011221-502199.

 

NEIGHBORHOOD CONCERNS:  N/A 

                     

IMPACT IF APPROVED: The City of Peoria would be able to continue to provide an Employee Assistance Program to its employees and their families.

 

IMPACT IF DENIED:  There would be no source of assistance for employees and their families.

 

ALTERNATIVES:  Seek proposals from other vendors.
