A.                     APPROVE the SOLE SOURCE PURCHASE of a Thermo Scientific Gemini Handheld Analyzer (Gemini S2) and Tru-Narc Unlimited Model (with Type H Solution Kit) from THERMO SCIENTIFIC PORTABLE ANALYTICAL INSTRUMENTS, INC., in the Amount of $164,504.00 (Requires 2/3 Vote of Council Members Voting - No Less Than 6 Votes); and,

 

B.                     ADOPT an ORDINANCE Amending the City of Peoria 2023 REVISED BUDGET Relating to the Use of Opioid Settlement Funds for Equipment in the Amount of $164,504.00. (Requires 2/3 Vote of Council Members Voting - No Less Than 6 Votes)

BACKGROUND:  The City of Peoria Police Department is regularly tasked with identifying unknown solid and liquid chemicals and explosives. The Explosive Ordnance Disposal (EOD) team responds to these types of events to determine the makeup of unknow solid and liquid chemicals and explosives. Until these materials are tested, it unknown if they are safe to handle or if they pose a threat to officers and civilians in the area. The Gemini device can allow officers to determine the explosive make-up of a material or to determine if the material contains illicit drugs. 

The TruNarc Unlimited Model (with Type H Solution Kit) provides officers with the ability to quickly identify suspected narcotics in the field while reducing the possibility of an officer being exposed to the substance. This device identifies more than 530 of the highest priority illicit and abused narcotics through Raman spectroscopy. This device allows officers to scan directly through plastic or glass, allowing for a reduction in exposure and the preservation of evidence.

Thermo Fisher Scientific utilizes proprietary chemometrics and DecisionEngine 2.0MX analysis software, which is also produced solely by the Thermo Fisher Scientific. No other device of this kind on the market can make use of this software and the manufacturer provides the software and library updates. The manufacturer has developed a chemical identification system for solids and liquids that uses both FTIR and Raman technologies known as the Gemini. Gemini is the first and only handheld device that offers both technologies, as well as a scan delay.

FINANCIAL IMPACT:  The cost of the project is $164,504.00. The Peoria Police Department will be utilizing monies provided to the police department through the National Opioid Abatement Trust II. 

 

NEIGHBORHOOD CONCERNS:  None

                     

IMPACT IF APPROVED: The Peoria Police Officers will have the most up to date equipment necessary for their protection from great bodily harm or death, as well as the identification of illicit drugs and/or explosive material.

 

IMPACT IF DENIED:  The Peoria Police Officers will not have the equipment necessary to carry out their duties as law enforcement officers in the City of Peoria.
