Title

Communication from the City Manager with a Request to ADOPT an ORDINANCE SETTING COMPENSATION FOR CERTAIN ELECTED OFFICIALS of the City of Peoria for the Period of 2017 through 2021.

BACKGROUND: 50ILCS 145/2 and 65 ILCS 5/3.1-50-5 and 10 provides for Elected Officials’ compensation to be set 180 days before the beginning of a new term.  Compensation may not be increased or decreased during an Elected Official’s term.  Attached is a proposed Ordinance setting compensation for the Mayor, City Clerk and City Treasurer and reflects a 2% annual increase after May 2017. 

 

As in previous years, the City has compiled a salary survey from numerous communities in Illinois and other States.  The current salary survey is attached and reflects cities, which have similar populations as the City of Peoria.  The average salary for the Mayor is $58,214 and the proposed amount in the Ordinance for the Mayor’s salary is similar to that amount by the end of the term.  The proposed salary for the City Treasurer’s base was raised an additional 2%, but is still well below the average and the salary of the City Clerk is in line with those cities of like population.

 

A review and comparison of salaries in the City of Peoria Compensation Report for 2015 (posted on the City’s website) shows that the proposed salaries for both the City Clerk and the City Treasurer are well below the majority of the City’s Department Heads and are near the bottom of the top one-third of all City employees listed in the report.

 

FINANCIAL IMPACT: Compensation must be included in the 2017 Budget and for future years.
