Communication from the City Manager and Director of Public Works with a Request to APPROVE a SOLE SOURCE PURCHASE of ITPipes Sewer Inspection Software in the Amount of $20,800.00 from INFRASTRUCTURE TECHNOLOGIES, LLC. (All Council Districts)

BACKGROUND: The City currently owns ITPipes Desktop software (15-050) which is used by the televising crew to inspect and evaluate the condition of the storm sewer pipes. This software allows the City to rate the pipe condition based on the Pipeline Assessment Certification Program (PACP) rating system. The ITPipes software system communicates with the CCTV equipment and is an integral part of the storm sewer asset management process. ITPipes no longer supports the desktop version currently used by Public Works. The new ITPipes Web, Sync, and Mobile platform provides automated integration to GIS mapping, significantly improved reporting, and powerful inspection data management.

 

Public Works is currently working on hiring an Engineering Technician to operate the sewer inspection cameras and ITPipes software. To date, that process has not resulted in a new hire.  In the meantime, Public Works staff and consultants are using the storm sewer data previously collected to prioritize project improvements and build the storm sewer asset inventory. The ITPipes Web, Sync, and Mobile software upgrade will significantly improve internal and external workflow processes.

 

ITPipes now provides the software as a subscription software that can be renewed each year. Software as a Service (SaaS) provides the most up to date version and software support. Updating the current software instead of looking into different software provides continuity of existing systems and compatibility with archived data.

 

FINANCIAL IMPACT: Funding for the project will come out of the operating budget 8013050 503312 Software. In future years, there would be a cost to renew the software each year, which is currently estimated at $10,250 per year.

 

NEIGHBORHOOD CONCERNS: Well-maintained infrastructure is an asset to our neighborhoods

 

IMPACT IF APPROVED: The software subscription will be updated, and current work will continue.

 

IMPACT IF DENIED: Public Works would need to find another software to utilize for televising and mapping city pipes. This would include needing to pay for current files and imaging to be uploaded to the new vendor, along with more training and possible new equipment purchases.
