Communication from the City Manager and Director of Public Works with a Request to Accept the LOW BID of ILLINOIS CIVIL CONTRACTORS, INC. and AWARD the CONSTRUCTION CONTRACT for the ADA RAMP INSTALLATION/REPLACEMENT PROGRAM - 2015, in a Not-to-Exceed Amount of $157,748.92. (City-Wide)

BACKGROUND: The ADA Ramp Reconstruction Project will continue to implement the City’s approved ADA Transition Plan. Work in 2015 will focus on sidewalk and ADA curb ramp replacement to bring intersection quadrants up to ADA compliance.
Citizen requests for ADA Ramp repairs have risen sharply. Project locations are noted on the attached map. Sites that have had recent trip complaints are included.
The project was advertised on July 8th and 9th with bids opened on July 29nd with two bids received as follows:

Engineer’s base estimate: $170,309.00
The contract price will be reduced to $157,748.92 to stay within the project budget. The attached 2015 ADA Ramps Map shows locations of planned ADA Ramp upgrades within budget of Construction.
Illinois Civil Contractors, Inc. (ICCI) is a local business that has successfully performed work for the City in the past. This contractor also worked on the City’s 2012, 2013, and 2014 ADA Ramp contracts.
The Good Faith Efforts documentation submitted by ICCI has been reviewed and approved by the Equal Opportunity Manager. The company will subcontract with a Minority Business Enterprise (MBE) to provide services equal to 4.0% of the contract and with a Women Business Enterprise (WBE) to provide services equal to 1.4% of the contract.
Mohr & Kerr Engineering & Land Surveying will be performing Engineering services through their Master Engineering Services Agreement Extension with the City, which Council approved on December 9, 2014.
FINANCIAL IMPACT: This project is a part of the City’s Community Investment Plan of the FY 2015-2016 Programs. Project funding is from the City’s Federal Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) funds. CDBG entitlement funds from program years 2015 ($200,000) and 2014 ($17,928.92) will be allocated to this project. The total budget for this project will be utilized as follows:

NEIGHBORHOOD CONCERNS: The community requests ADA Ramps throughout the City to provide safe conditions for disabled citizens. Ramp qualification is based on the City’s completed GIS ranking for every ramp in the City limits.
IMPACT IF APPROVED: Staff can proceed with issuing the construction contract to initiate the 2015 Community Investment Plan’s ADA Ramp Program.
IMPACT IF DENIED: The ADA Ramp Replacement program will be delayed in the 2015 CIP.
ALTERNATIVES: As Council Directs.
