A.                     APPROVE the LOW BID of ILLINOIS CIVIL CONTRACTORS, INC. (ICCI), in the Amount of $111,155.26.00; and,

 

B.                     APPROVE a CHANGE ORDER to Add an Additional Authorization of $120,000.00 to Spend all NORTHSIDE BUSINESS PARK TIF Funds; and,

 

C.                     APPROVE a CONTRACT for $231,155.26 for the 2022 NORTHSIDE BUSINESS PARK TIF SIDEWALK IMPROVEMENTS.

BACKGROUND:  The Northside Business Park TIF provides funding for public infrastructure improvements within the TIF District. The Northside Business Park TIF will expire in 2023.

 

This sidewalk contract provides for replacement and infill sidewalk along City streets in the TIF district. This is the final of three contracts for work in this area.

 

Bids for the Northside Business Park TIF Sidewalk Improvements were advertised in the Peoria Journal Star and on the City’s website. Bids were opened on June 9, 2022, with three (3) bids received, as follows:

The Engineer’s Estimate for the project is $204,847.00.

 

Illinois Civil Contractors (ICCI) is a local business that has successfully performed work for the City many times in the past.

 

The subcontractor utilization statement submitted by prime contractor Illinois Civil Contractors Inc., demonstrates that the company will be utilizing the following MBE subcontractor: Lizz Trucking for trucking services equaling 10.8% of the total contract amount. This exceeds the MBE goal of 10%. No WBE subcontractors are proposed. Documentation is hereby reviewed and approved by the Chief Diversity and Inclusion Officer, Equal Opportunity Office.

 

They have successfully met the minority workforce utilization on the recent Eugenie Avenue Reconstruction project utilizing 19.7% minority (18% goal). They also utilized 2.5% women (3% goal).  Staff will monitor and make sure a Good faith Effort is made to reach these goals.

 

FINANCIAL IMPACT:  The project will be funded through Project D2203 from the Northside Business Park TIF - Infrastructure Improvements identified in the Community Investment Plan. The TIF money that expires in 2023 will be expended.

 

NEIGHBORHOOD CONCERNS:  Sidewalk improvements increase overall neighborhood aesthetics and walkability.

                     

IMPACT IF APPROVED: Staff can proceed with issuing construction Contracts for the sidewalk work.

 

IMPACT IF DENIED:  The contract will not be awarded and the remaining TIF money will not be used.
