BACKGROUND:  As a result of the 1998 Transportation Equity Act for the 21st Century (T-21), the Tri-County Regional Planning Commission (TCRPC) was designated as the Metropolitan Planning Organization (MPO) for the regional transportation funding planning process.  The city of Peoria, as a participating local agency, provides funds to support the TCRPC’s annual planning process for transportation funding requests to the State and Federal Governments.  TCRPC representation is drawn from elected officials and staff of local municipalities and counties, along with the airport authority, mass transit district, port district, IDOT and FHA. 

The work of the MPO is directed by two committees of transportation professionals, who meet monthly to discuss transportation issues on a regional level:  the Tri-County Regional Planning Commission and the Technical Committee.  The Technical Committee is made up of individuals appointed by their respective communities.  Throughout the year, the Technical Committee reviews and recommends planning policies and measures to the Tri-County Regional Planning Commission.  The Technical Committee meets the third Wednesday of each month at 9 a.m.

The city of Peoria has three seats on each committee. Two of the three city of Peoria seats on the Technical Committee have been vacated by retirement.  Sie Maroon and Alyssa McClain will fill the vacated seats.  This request is to appoint Superintendent of Operations/Assistant Director Sie Maroon and GIS Asset Management Coordinator Alyssa McClain as voting members and to appoint Cindy Loos, Vice President, Hanson Professional Services, Inc. as an alternate, to the Technical Committee of the TCRPC, effective immediately.

FINANCIAL IMPACT:  The city of Peoria continues to be supportive of the comprehensive transportation planning in the metropolitan areas and remains eligible to receive federal funds.

IMPACT IF APPROVED:   The City of Peoria has representation on regional planning committees charged with planning and programming transportation improvements for the metropolitan area for years 2010 to 2035.

 

IMPACT IF DENIED:  The City would not have staff members filing available voting seats on the Technical Committee of the TCRPC.
