Communication from the City Manager and Director of Community Development with a Request to Concur with the Recommendation from the Historic Preservation Commission to ADOPT an ORDINANCE Approving the Designation of 942 NE GLEN OAK AVENUE (Parcel Identification No. 18-04-283-007), as a LOCAL HISTORIC LANDMARK. (Council District 3)

 

Body

BACKGROUND:  The applicant and property owner, the Peoria Historical Society submitted a request to designate the structure located at 942 NE Glen Oak Avenue as a local historic landmark. The structure is commonly known as the Judge John C. Flanagan Residence. The property is in the Glen Oak local historic district and is on the National Register of Historic Places.

 

On October 26, 2022, the Historic Preservation Commission held a public hearing pursuant to Section 16-86 of the Historic Preservation Ordinance. The Commission voted 3-0 with 1 abstention, to recommend approval of the nomination of 942 NE Glen Oak Avenue. The Commission found 8 designation criteria to be true. Pursuant to Section 16-38 of the Historic Preservation Ordinance, at least 3 criteria must be true to recommend approval for landmark designation. 

 

Criterion found to be true by the Historic Preservation Commission:

 

Criterion 1:  Its character, interest or value as part of the development, heritage or cultural characteristics of the city, the county, the state or the United States of America deems it historically significant.

 

Criterion 2: Its location as a site of a significant local, county, state or national event.

 

Criterion 3:  Its identification with a person who significantly contributed to the development of the city, the state or the nation.

 

Criterion 4:  Its embodiment of distinguishing characteristics of an architectural style valuable for the study of a period, type, method of construction or use of indigenous materials.

 

Criterion 6:  Its embodiment of elements of design, detailing, or craftsmanship that renders it architecturally significant.

 

Criterion 7: Its embodiment of design elements that make it structurally or architecturally innovative.

 

Criterion 8:  Its unique location or singular physical characteristics that make it an established or familiar visual feature.

 

Criterion 10:  The owner’s consent.

NEIGHBORHOOD CONCERNS (at the Historic Preservation Commission Meeting): None

                     

IMPACT IF APPROVED: The structure would be designated as a local historic landmark in addition to the property’s inclusion in the Glen Oak local historic district. A Certificate of Appropriateness would be required for interior construction that affects structural members, exterior alterations, exterior improvements, or removal of significant landscaping.

 

IMPACT IF DENIED:  The structure would remain undesignated as a local historic landmark. The applicant may reapply after 12 months. Interior construction that affects structural members would NOT require a Certificate of Appropriateness. The property would continue to be within the local historic district. Exterior alterations, exterior improvements, or removal of significant landscaping would continue to require a Certificate of Appropriateness.
