Communication from the City Manager and the Community Development Director to Approve the LOW BID of SHERWIN-WILLIAMS COMPANY as the Paint Supplier for the 2014-2015 EXTERIOR PAINT PROGRAM as a Part of the First Council District Housing Solutions Program.

BACKGROUND:  
In the 2013 budget, City Council allocated $50,000 for a First Council District Housing Solutions Program.  On March 11, 2014, Council approved the First District Façade Improvement Program that allocated $25,000 to the program.  On August 26, 2014, Council approved the program guidelines and allocated the remaining $25,000 from the First District Housing Solution Program to an Exterior Paint Program available for owner occupied properties located in the First Council District. The Exterior Paint Program will be reevaluated after a 12 month period to determine if the Program should be expanded to other areas in the City.
 
An Invitation to Bid was issued on September 25, 2014 to procure a paint supplier for the Program.  The City received five (5) responses. Sherwin-Williams Company submitted the lowest, most qualified bid.  Paint vouchers for the Exterior Paint Program will only be available at the Sherwin-Williams store front located at 3416 N. Prospect Road.  
 
FINANCIAL IMPACT:  A contract not to exceed $25,000 would be awarded to Sherwin-Williams Company for the Exterior Paint Program.  Program funds would be allocated from an existing program - First District Housing Solutions Program.
 
NEIGHBORHOOD CONCERNS:  The City receives numerous calls for assistance with purchasing paint from neighborhood residents.
      
IMPACT IF APPROVED: Sherwin Williams would be the paint supplier for the 2014/2015 Exterior Paint Program.
 
IMPACT IF DENIED:  Sherwin Williams would not be the paint supplier for the 2014/2015 Exterior Paint Program and program applications would not be available until an alternative paint supplier is found.
 
ALTERNATIVES: None suggested at this time.
