ACTION REQUESTED: 

Title

Communication from the City Manager and Director of Public Works with a Request to ACCEPT the Proposal of R.A. CULLINAN & SON and Award the Construction CONTRACT, in the not-to-exceed Amount of $2,200,000.00, for the ALLEN ROAD and WILLOW KNOLLS ROAD INTERSECTION PROJECT. (Council District 5)

BACKGROUND:  City Council recently approved Item #18-063, the Jurisdictional Transfer and Intergovernmental Agreement between the County of Peoria and City of Peoria for this Project.

 

The Project will be implemented through a design-build process. The team members include  Public Works, County Highway Department, Austin Engineering (Survey), Hanson Professional Services (Phase 1 & 2 engineering), Midwest Engineers (Phase 3 engineering), and the Contractor.

 

Public Works Engineering staff, coordinating with County Highway Department staff, solicited a Request for Proposals, using a Quality-Based Selection to evaluate Proposals. The contract format is a “guaranteed maximum price” with an agreed profit and overhead amount. Design options and staging alternatives will be discussed in the initial Public Meeting, to be held on Thursday, March 29, 2018 at 6pm-8pm, 7722 N Allen Rd. The Public and Stakeholders will be presented the aforementioned options, and City Engineering staff, with Consultant support, will address questions and concerns regarding the project.

 

Two proposals were received on March 20, 2018, as follows:

The selection team consisted of the City Engineer, County Engineer, Assistant County Engineer, and two Civil Engineer II’s from the City. This Project’s selection criteria was determined by using Quality Based Selection. The selection criteria included:

The selection team graded and evaluated the proposals, after deliberation, agreed by consensus that the best Contractor would be R.A. Cullinan & Son.  City staff has negotiated scope of services with R.A. Cullinan & Son in order to provide the best possible construction service contract for this Project.

 

Staff recommends increasing the Not-to-Exceed Contract from the base of $2,000,000 to $2,200,000 ($2,000,000 base bid plus 10% contingency). This is recommended to keep all elements of construction available for concrete and asphalt pavement tie-ins to appropriate adjacent pavements, earthwork, storm sewers, sidewalks, electrical systems and landscaping. 

 

RA Cullinan & Son, a Division of UCM, has agreed in principle to meet or exceed the City of Peoria’s goals for 18% Minority workforce by hours and 3% Female workforce by hours. The company will be using Minority Business Enterprises to provide trucking services, construction layout services, and electrical supply. Women Business Enterprises will be given additional subcontracts for landscaping and pavement striping.

 

FINANCIAL IMPACT:  This Project will be funded by the Intergovernmental Agreement provisions, outlined in Council Item #18-063. The overall Project, including all aspects of engineering and construction shall not exceed the limits of the Intergovernmental Agreement.

 

NEIGHBORHOOD CONCERNS:  A Public Meeting to introduce the Project is scheduled to be held at 6:00 p.m. on Thursday, March 29, 2018 at the Church of Christ Northwest, located at 7722 N. Allen Road, Peoria, Illinois. Future public and neighborhood meetings will be scheduled. Discussions will be held at the March 29th Public Meeting to address ultimate layout concepts (4-way Signal vs Roundabout) as well as the possible Construction Timeframe (full shutdown and accelerated pace vs partial shutdown and lengthier schedule). If a roundabout is selected, then a full shutdown will be required due to the lane-shifting.

                     

IMPACT IF APPROVED: The project will progress with Peoria County assistance.

 

IMPACT IF DENIED:  The City will not authorize Contracts until Approval is granted. Substantial delays may cause Construction to be delayed as well as risk partial replacements before winter shutdowns may occur.
