Communication from the City Manager and Director of Public Works with a Request to APPROVE a PAYMENT to AMEREN ILLINOIS, in the Not-To-Exceed Amount of $23,037.22, for Relocations of Poles on the South Side of Northmoor Road, East of Rosemead Drive, for the NORTHMOOR ROAD IMPROVEMENT PROJECT (from ALLEN ROAD to UNIVERSITY STREET). (Council District 4)

BACKGROUND:  The Northmoor Road project, from Allen Road to University Street, is the final phase of improvement to this arterial street that needs significant infrastructure repair. The segments of Northmoor Road between University Street and Knoxville Avenue were previously reconstructed in the past eight years. The design of the current section of Northmoor Road follows Complete, Green Streets infrastructure policies, including a permeable pavement bike lane, new sidewalks, pedestrian-scale street lighting, and a new concrete pavement roadway.   

This multi-year construction project began in August, 2017 and will finish in fall, 2019. The subject construction engineering agreement provides services for 2018 with the available 2018 budgeted funds. A future amendment to this agreement will be proposed in 2019 when 2019 funds are available.

As part of the project, a retaining wall will be constructed on the south side of Northmoor Road, east of Rosemead Drive. Currently, there are Ameren poles on the private property adjacent to the proposed wall. Three of the poles need to be moved to facilitate the wall construction. As the poles are on private property (not on City right-of-way), the City must compensate Ameren Illinois for the work. Construction easements have already been secured from the private property owners. The relocation of the poles is necessary to maintain the schedule of the project.

FINANCIAL IMPACT:  Funds for this work are available in Community Investment Program, Project M14302, Northmoor Road.

 

NEIGHBORHOOD CONCERNS:  Northmoor Road is an arterial street in need of repair. Significant effort has been directed toward coordination among Exposition Gardens, Peoria Public Schools, the Peoria Fire Department, and other property owners to address construction logistics and safety.

                     

IMPACT IF APPROVED: The project will progress on schedule.

 

IMPACT IF DENIED: The project schedule will be delayed. Re-design of the wall may be necessary.
