BACKGROUND:  
Peoria Public Schools District 150 has requested the vacation of the streets and alleys described in Exhibits 5A-5B in order to expand the sports area of the Peoria High School campus.  The expansion will include a track, and soccer, baseball and softball fields.  The additional sports fields will allow Peoria High School students to have their own practice fields and allow the school to host sports events.
 
District 150 presently owns all property adjacent to the requested street and alley vacations (Exhibits 1A through 4B) for the sports field expansion with the exception of approximately a 69.00 foot portion of alley behind 1731 N North Street.  The owner of this property, Mr. Thomas Aguilar, has signed a letter confirming his support of this alley vacation (Exhibit 7).
 
The vacation of four alleys in the northwest corner of Richmond Avenue and North Street is at the request of City Staff in order to clear past unimproved rights-of-way from within the campus' special use boundaries.
 
The portion of the Woodruff Boulevard rights-of-way that encompass Dry Run Creek will remain City of Peoria-owned property for creek maintenance.
 
As part of the City of Peoria's requirements for the request of vacating Woodruff Boulevard, that portion of Woodruff Boulevard that is not vacated-located from Sheridan Road to the north-south alley-will be maintained by District 150 until such time as the proposed Sheridan Road improvements are completed and the intersection of Sheridan Road and Woodruff Boulevard is eliminated. FINANCIAL IMPACT:  Relieves the financial burden to the City to maintain, repair and replace the vacated rights-of-way.
 
NEIGHBORHOOD CONCERNS:  No objections were presented regarding the rights-of-way vacation at the Planning and Zoning Commission hearing April 10, 2014.  
      
IMPACT IF APPROVED: The vacated rights-of-way will allow the room needed for the expansion of the sports campus for Peoria High School.
 
IMPACT IF DENIED:  The City will remain the owner of the rights-of-way in question and Peoria High School will not be able to expand its sports campus as proposed.
