Communication from the City Manager and the Fire Chief with a Request to ACCEPT the Bid for the REFURBISHMENT of Fire Truck 40 from GLOBAL EMERGENCY PRODUCTS in the amount of $124,164.00 and RENEWED PERFORMANCE COMPANY in the amount of $125,816.00 for a total of $249,980.00.

BACKGROUND:  During the pre-bid inspection process, both vendors (Global Emergency Products and Renewed Performance Company) recognized that the frame rails on Truck 40 had significant rust issues. The amount of rust on these frame rails would put this apparatus out of service and a liability for the Peoria Fire Department. By refurbishing this apparatus, it is estimated to add eight (8) to ten (10) years of reserve status.

 

The bid from Global Emergency Products is for the following:

                     Frame Rail Replacement and Corrosion Repair -$115,903.00

                     Front Suspension Repair -$1,102.00

                     Front Axle and Power Steering Repair -$2,461.00

                     Pick up from the City of Peoria -$1,566.00

                     Deliver to Renewed Performance Company, Tipton Indiana - $1,566.00

                     Deliver to the City of Peoria - $1,566.00

 

The bid from Renewed Performance Company is for completion of the refurbishment of the cab, rear axle, and the electrical components.

 

The 2017 Amended Annual Budget included $1,060,000 for Fire Fleet Replacement. The budget included the replacement of Truck 40 in the amount of $1,000,000 and the completion of the fire boat for $60,000. Upon reviewing the status of their current fleet, the fire department determined to refurbish Truck 40 in lieu of replacing with a new aerial truck, which is a savings to the budget of approximately $850,000.00. During their review, it was also determined that the replacement of an engine pumper was necessitated. In February, Council approved the purchase of a new engine pumper in the amount of $456,389.00. The department is also in the process of replacing 7 vehicles within the department, including vehicles for division chiefs, battalion chiefs, fire garage and the Office of Emergency Management in the amount of $219,361.00. After these purchase are complete the Fire Fleet Replacement budget will have $134,270.00 remaining.

 

FINANCIAL IMPACT:  The cost of the refurbishment is included in account 4012201-5515404 (CB1718) of the 2017 Community Investment Plan.

 

NEIGHBORHOOD CONCERNS:  N/A

                     

IMPACT IF APPROVED: The Peoria Fire Department will save approximately $850,000.00 by refurbishing Truck 40 vs. replacing it with a new aerial truck. Truck 40 will continue as a reserve fire machine for an estimated eight (8) to ten (10) years. The savings has been and will be used to purchase other Fire Fleet equipment.

 

IMPACT IF DENIED:  Truck 40 will no longer be safe to drive and will have to be placed out of service. The Peoria Fire Department would need to purchase a new aerial truck in order to replace Truck 40. This would require the reprogramming of approximately $450,000 from other capital projects as the pumper engine has been ordered and paid for.
