Communication from the City Manager and Director of Public Works with a Request to APPROVE the PURCHASE of a Portion of Parcel 18-03-226-006 from ADAMS OUTDOORS in the Amount of $4,600.00, and Payment for Relocation of an Existing Billboard for the ABINGTON CULVERT REPLACEMENT PROJECT to Adams Outdoors in the Amount of $32,500.00, for a Total Cost of $37,100.00. (Council District 3)

BACKGROUND:  In 2020, City staff found a crushed eight-foot diameter corrugated metal pipe culvert that is attached to the stone tunnel that goes under the railroad northeast of Abington Street near Madison Ave. An interim repair was completed while the design for a permanent fix was underway. The project stalled due to land acquisition needed for the improvement.

 

Part of the land acquisition needed is the property with two existing billboards owned by Adams Outdoor. The existing billboard at the top of the embankment closest to the pipe needs to be removed to complete the pipe replacement safely. After discussions with the property owner, it was determined that the existing billboard should be relocated to another parcel, outside of the City, to prevent future conflicts with the pipe maintenance. In addition, the City will need access across parcel 1803226006 to maintain the culvert in the future. In lieu of a permanent easement, the property owner and the city agreed to purchase property instead of a permanent easement. Adams plans to relocate the billboard to a different property. A temporary easement is also needed adjacent to the purchased area to provide room for the contractor to construct the project. The second billboard will not be disturbed.

 

The purchase of this property and relocation of the billboard will allow the city to complete the culvert replacement work and restore the original drainage capacity of the channel.

 

FINANCIAL IMPACT:  The purchase price for the property is Four Thousand Dollars ($4,000). A temporary easement is also required at a fee of Six Hundred Dollars ($600). These fees will be paid at closing. The cost to relocate the billboard is estimated at Thirty-Two Thousand Five Hundred Dollars ($32,500). This will be paid after the billboard is relocated and invoices are received.

 

NEIGHBORHOOD CONCERNS:  This project will mitigate future upstream flooding that has occurred due to the damage to the existing culvert.

                     

IMPACT IF APPROVED: The City will have control of the property for future maintenance of the drainage system.

 

IMPACT IF DENIED:  The City would not purchase the property and the project could not be constructed.

 

ALTERNATIVES:  As Council directs.
