Communication from the City Manager and the Chief Information Officer with a Request to APPROVE an AGREEMENT with ENVISIO SOLUTIONS INC. to Provide a Performance Management and Analytics Software Solution, in the Amount of $33,887.00.

BACKGROUND: 

The City of Peoria has used several methods to provide a public dashboard, Tableau and ICMA Insights. Tableau was free and a very manual process. ICMA Insights expanded our capabilities by allowing comparison with other agencies. Unfortunately ICMA discontinued the Insights program earlier this year.

 

With the need to replace Insights staff began the search for a new product with the following abilities:

                     Public Dashboard - A dashboard is a data visualization tool that displays the current status of metrics and key performance indicators. The dashboard allows us to see all of our Strategic and Operating Plans come together in one streamlined visual interface with the ability to click on an item to view more detailed information.

                     Benchmark - The ability to visually compare our key performance measurements with peer government agencies.

 

After much review staff selected Envisio Software Solutions. Envisio is a cloud software that helps local government administrators demonstrate the alignment between city plans (or Council mandated goals and focus areas) and department operating plans (goals and objectives), track key performance indicators, and roll up individual project, initiative, action updates into manager and council progress reports. The benefits are organization-wide visibility, greater accountability, saving all the hours currently spent manually requesting, providing and assimilating progress updates into reports, and a well-informed city manager and council (dashboards and pdf reports).  

 

 

Services provided by Envisio will aide in implementation of the strategic plan and performance benchmarking. The vendor’s platform allows for the assigning and tracking of tasks linked to strategic goals, enabling staff to more effectively monitor and report on plan progress. Additional software features expand the Cities performance benchmarking capabilities to include more robust and user-friendly reporting, as well as the ability to share performance data with other communities.

 

Pricing includes one-time professional fees for strategy implementation, system configuration, loading data, creation of metrics, user training, and setup of the public dashboard along with 2 years subscription fees.

 

 

FINANCIAL IMPACT:  $22,000 will be provided by Bloomberg Philanthropies Innovation Grant and $11,887 is available in the Information Systems CIP account 401-8401-551.53-04 CB1651

IMPACT IF DENIED:  Staff would not provide a performance benchmarking system.

 

ALTERNATIVES:  Free alternatives are available, but their capabilities are limited and would require significant staff upkeep time.
