BACKGROUND:

Petitioner Troy Hatterman of Illinois Central College (ICC) is requesting to amend the existing Official Development Plan to allow for building renovations, a building addition, and a parking lot expansion.  Note the special uses included in the above title were part of the original approved Official Development Plan for ICC and are not new uses.  The title is written for consistency with the original approved Official Development Plan.

 

The Planning & Zoning Commission found that the request met the Findings of Fact requirements and VOTED 6 TO 0 TO APPROVE, subject to the following conditions:

1)                     Prior to constructing the future parking lot, a landscape plan, in compliance with the Zoning Ordinance, must be submitted for review and approval.

2)                     Additional landscaping to be planted along the south property line to provide a vegetative buffer and stormwater mitigation for adjacent properties on Shenandoah Drive.  Landscaping plan to be reviewed and approved through Site Plan Review Board.

FINANCIAL IMPACT: N/A

 

NEIGHBORHOOD CONCERNS (at the Planning & Zoning Commission Meeting):   Prior to the public hearing, a meeting was held at ICC with surrounding neighbors.  Concerns for exterior lighting, landscaping, and stormwater run-off were discussed.  At the public hearing, a citizen expressed the need for a landscape buffer, reduction of exterior lighting, and control of stormwater run-off.  ICC agreed to provide additional landscaping to improve buffering, reduce stormwater run-off, and reduce light pollution.

                     

IMPACT IF APPROVED:  The Official Development Plan for ICC will be updated to allow for building renovations and additions, and parking lot expansion, along with additional landscaping to improve buffering, reduce stormwater run-off, and reduce light pollution

 

IMPACT IF DENIED:   The Official Development Plan for ICC will not be updated to allow for building renovations and additions, and parking lot expansion.
