Communication from the City Manager and Director of Public Works with a Request to APPROVE Final Payment to ILLINOIS CIVIL CONTRACTORS, INC., in the Amount of $100,983.20, for the MAIN AND UNIVERSITY INTERSECTION IMPROVEMENT PROJECT.  [District 2]

BACKGROUND:  On September 6, 2013, a water main break occurred at the intersection of Main and University Streets causing major damage to the roadway and resulted in extended lane closures. The project included a public/private partnership with Illinois American Water to replace the water main and reconstruction of the intersection. The City used a design/build contract to build the intersection improvements. TERRA Engineering was the engineering consultant and Illinois Civil Contractors Inc. was the contractor. The project was completed and opened to traffic on Monday, May 12, 2014, before Bradley's May 17, 2014 graduation day.
 
The project had a very tight schedule that it was able to meet. Consequently, there were many hours of overtime worked in order to ensure the road could open on schedule. Another major addition to the project that changed from the original proposal was the amount of traffic control and signage that was needed to let the traveling public know that the intersection was closed.  Also, the neighborhood traffic calming measures expanded during the public involvement process. Additionally the City utilized new pedestrian crossing lights that we did not have in stock so as part of this project spare lights were obtained in order to have an inventory for maintenance. The original project estimate was $2,278,000. With these changes, the contract is 4% over the estimated cost.
 
FINANCIAL IMPACT:  With these changes, the contract is 4% over the estimated cost.  The cost of the Final Pay Estimate will be funded by $52,000 from the District 2 fund and the remaining $48,983.20 from the Bridge Structure Repair Program project PB1204.  
 
NEIGHBORHOOD CONCERNS:   Public Meetings were held on September 26, 2013, January 29, 2014 and March 24, 2014 to gather stakeholder input. Neighborhood traffic calming measures were constructed in addition to the intersection improvements.  
      
IMPACT IF APPROVED:  The contractor will be paid and the project will be closed.
 
IMPACT IF DENIED:   A debt will be unpaid by the City and the project will remain open.
