Communication from the City Manager and Corporation Counsel with a Request to APPROVE Amendment No. 3 to the INTERGOVERNMENTAL AGREEMENT Between the CITY OF PEORIA and PEORIA PUBLIC SCHOOLS for the City to Provide a Total of Four (4) Peoria Police Officers to Certain Specific District High Schools.

BACKGROUND: 

On August 12, 2014, the City Council approved the Intergovernmental Agreement between the City of Peoria and the Peoria Public Schools for the Peoria Police Department to provide policing services at Peoria Public Schools high schools starting in the spring semester of the 2013-2014 school year and lasting through the last day of the 2017-2018 school year. That agreement was entered on August 14, 2014 (File No. 14-330). 

 

In August of 2015, the City and School District entered into Amendment No. 1 which reduced the number of Peoria Police Officers to three officers instead of the original five officers (File 15-278). The amendment also included a provision that the Agreement terminated at the conclusion of the 2015-2016 school year if the City does not receive COPS Grant for four additional officer positions. All other terms of the Agreement remained in effect.

 

In June of 2018, the City and School District entered into Amendment No. 2 which extended the Intergovernmental Agreement for an additional year through the end of the 2018-2019 school year (File 18-189).  All other terms of the Agreement remained in effect.

 

At this time, in Amendment No. 3, which is attached, the City and School District are extending the term of the Agreement an additional year for the 2019-2020 school year beginning August 14, 2019 and ending the last day of the 2019-2020 school year.

 

In addition, this Amendment increases the number of Peoria Police Officers to four (4), instead of three (3).  All other terms of the Agreement not inconsistent with the foregoing are unchanged and remain in effect.

 

 

FINANCIAL IMPACT:  Per the terms of the original Agreement, District 150 will pay the City $47.01 per hour per officer for each hour worked.

 

NEIGHBORHOOD CONCERNS:  Neighborhoods are concerned about the pre and post school activities of students traveling to Peoria Public Schools. The presence of the Peoria Police Officers assists in keeping order in the schools before, during and after school hours.

                     

IMPACT IF APPROVED: Peoria Public Schools will continue to have City police officers working in the high schools to promote the safety and welfare of the students.

 

IMPACT IF DENIED:  Peoria Public Schools will utilize their own employees to promote safety and welfare of the students.  City police will need to respond to schools to handle criminal matters.

 

ALTERNATIVES: The School District could increase or decrease the number of resource officers in the schools.
