ACTION REQUESTED: 

Title

Communication from the City Manager and Director of Human Resources with a Request to APPROVE and Authorize the City Manager to Execute the COLLECTIVE BARGAINING AGREEMENT between the City of Peoria and the INTERNATIONAL ASSOCIATION OF FIREFIGHTERS LOCAL 50, Covering the Period from January 1, 2022 through December 31, 2025.

Body

BACKGROUND:  The City and Local 50 began negotiating in the fall of 2021 and reached an agreement on a successor agreement in June of 2022.  Local 50 voted and ratified the agreement on August 8th and 9th, 2022.  The major provisions of the Agreement include:

                     A four-year agreement with wages as follows:

o                     2.00% general wage increase in 2022

o                     2.00% general wage increase in 2023

o                     2.50% general wage increase in 2024

o                     2.50% general wage increase in 2025

                     A $4,000 retention/signing bonus payable on the signing date of this agreement.

                     An additional personal day in 2023.

                     A 1.5% pay increase at the start of year 27 for Local 50 members who possess EMT-B and Firefighter II certifications.

                     Paramedic Pay:  Effective January 1, 2022, paramedic pay will increase to 3.00% for all members serving as paramedics and 3.50% for members serving as field training instructors.

                     Vacation Scheduling:  Effective January 1, 2023, no more than 11 members can be off on vacation, personal leave, and Kelly days on a particular day. This change will give the City operational flexibility and will save money on backfilling overtime by spreading out vacation throughout the year.

                     ALS Paramedic Scheduling:  The City will have more flexibility in how it staffs ALS machines by allowing the City to move members not working as a paramedic on a particular shift into the ALS company as operational needs require. This was an express quid pro quo for the Paramedic Pay agreement and will give the City considerable operational flexibility.

 

FINANCIAL IMPACT:  Funding for increases is in the current budget.

IMPACT IF APPROVED: Provide budget certainty for personnel costs and labor stability.

 

IMPACT IF DENIED:  No agreement with IAFF Local 50 will exist.  Additional negotiations will ensue.
