BACKGROUND: In October 2014, TechSolve Inc. was retained to provide process improvement training and to facilitate in the improvement of the hiring and onboarding process. As a result of the success of this training and process improvement, TechSolve, Inc. was requested to provide a proposal to provide four (4) more process improvement training engagements. TechSolve's proposal includes four (4) engagements that consist of one day of training and three days relating the process selected for improvement at a cost of $12,500 per engagement and will provide a fifth engagement at a 50% discount of $6,250 for a total of $56,250 plus travel and out of pocket expenses relating to the engagements estimated at $3,750.
 
Under the proposal, TechSolve will present a series of one-day courses to senior managers and others of our choosing. The training courses are a high-level, intensive look at the principles and philosophies of successful continuous improvement efforts within organizations of all types.
 
TechSolve will also discuss what it takes to successfully implement these tools and sustain gains. It will also cover the importance of value stream management, correct performance measurements, and create a continuous improvement culture within the organization.
 
TechSolve's Director of Non-Profit and Local Government Solutions, David Krings, and other TechSolve personnel (as necessary) will be available at any point during the engagement for public or private presentations to the City Managerial and/or policy leaders. Mr. Krings has over 40 years of experience at top levels of municipal, county, and state government and is quite comfortable in that environment.
 
Current processes under consideration for the improvement process include: One-Stop Shop; Liquor Licensure; Accounts Receivable-Billing; Property Work Order Processing; and one other engagement to be determined.
 
FINANCIAL IMPACT: $52,000 from unexpended Capital Fund projects E04009 and E12004 and $8,000 from existing contractual funds in the General Fund, account 101-1914-507.31-32
