Communication from the City Manager and Director of Public Works with a Request to APPROVE the Selection Process and an AGREEMENT with JIMAX LANDSCAPE, LLC, in an Amount Not to Exceed $50,000.00, for the Landscape Stewardship and Maintenance Project.  (All Districts)

BACKGROUND:  There are many right-of-way locations and city-owned properties throughout the city of Peoria that are landscaped. Currently, Public Works does not have in-house staff to maintain these areas. The City has been bidding an annual landscape contract for maintenance services, only, which does not include assessing the site or adding new plant material. This Landscape Stewardship and Maintenance Project will include contractor site assessments, recommendations on how to improve the landscaped area to newly-installed quality, and a maintenance plan for the landscaped areas. The maintenance plan will help identify the resources that are needed to maintain these areas to a level acceptable to the community. 

 

As the city moves toward a green combined sewer overflow (CSO) solution, staff anticipates using more vegetation in roadway improvement projects.  As such, staff needs to understand what tasks and resources to maintain these areas in good condition are needed in order to submit a responsible budget. 

 

A Request for Statements of Interest and Qualifications for the proposed project was advertised in the Peoria Journal Star and on the City of Peoria web site.  Submittals were accepted on October 20, 2016 with one (1) company submitting:  JIMAX Landscape LLC.  

 

The submittal was reviewed and determined to be sufficient for the project. JIMAX currently has the Public Works contract for landscape maintenance, and their work has been acceptable.

 

FINANCIAL IMPACT:  This project was included in the operations budget with a budget of $50,000.

 

NEIGHBORHOOD CONCERNS:  Well-maintained landscaped areas are ascetically pleasing. As we move toward installing the green CSO solution, the city will need neighborhood support and input for the selection and maintenance of green infrastructure.

                     

IMPACT IF APPROVED: Landscaped areas will receive stewardship and maintenance. The City will receive an assessment of each landscaped area and a maintenance plan for those areas.

 

IMPACT IF DENIED:  Landscaped areas will not receive stewardship and maintenance. The areas will have weeds and bare spots from dead vegetation.  City will not receive an assessment of each landscaped area nor a maintenance plan for those areas.

 

ALTERNATIVES:  Provide direction to staff.
