Communication from the City Manager and Director of Public Works with a Request to ACCEPT the LOW BID of ADVANCED ELECTRIC, in the Amount of $115,364.14, and AWARD a CONTRACT for the WISCONSIN AVENUE ORNAMENTAL LIGHTING PROJECT with an Additional Authorization of $17,304.62 for a Total Award of $132,668.76.  (Council District 3)

BACKGROUND: The City had installed ornamental lights along Wisconsin Avenue, between E. Republic Avenue and E. Nebraska Avenue in Year 2010 in conjunction with the Glen Oak Impact Zone projects. The proposed lights for this newest project will use the same circuits, match those lights and poles, and extend the lighting from E. Republic Avenue to McClure Avenue. The proposed lights will have LED internal components, the most sustainable lighting output and circuit components.

 

Wisconsin Avenue is a corridor with high levels of pedestrian traffic traveling to and from the Kroger grocery store, located at the southwest corner of McClure Avenue and Wisconsin Avenue. The attached map shows the planned location for the lighting installation.

 

The project was advertised on July 12th and 13th with bids opened on August 4th with three bids received as follows:

Engineer’s base estimate:   $139,197.50

 

Staff requests additional authorization to increase the base bid of the lowest responsible bidder by $17,304.62 to incorporate an upgraded sidewalk and ADA bus stop pad at Nebraska Avenue and Wisconsin Avenue, with CityLink providing and installing a new solar-lit bus shelter. This addition will also provide construction contingency.

 

Advanced Electric is a local business that has successfully performed work for the City in the past. This contractor worked on a very similar lighting project in the Spring Grove neighborhood in Year 2013. 

 

The Good Faith Efforts documentation submitted by Advanced Electric has been reviewed and approved by the Equal Opportunity Manager. The company will be utilizing a Minority Business Enterprise (MBE) to supply materials equaling 41% of the total contract amount.

 

City staff utilized Austin Engineering to develop the Phase 2 Engineering plans and specifications as part of their existing Master Services Agreement. City staff will oversee Phase 3 construction engineering. 

 

FINANCIAL IMPACT:  This project will be funded through the remaining budgets in Council District 3 as well as through funding available from the Wisconsin Avenue Business Corridor Funds. The total budget for this project will be utilized as follows:

NEIGHBORHOOD CONCERNS:  Staff has discussed the lighting upgrade and lighting locations with residents and Kroeger, along the proposed route. These stakeholders have been highly favorable of reinvestment along Wisconsin Avenue.

                     

IMPACT IF APPROVED: Staff will coordinate implementation of the lighting upgrade along Wisconsin Avenue, between McClure Avenue and E. Republic Street.

 

IMPACT IF DENIED:  Limited wood-pole lighting will continue to be the source of lighting in this commercial and residential section of Wisconsin Avenue.

 

ALTERNATIVES:  As Council Directs.
