Communication from the City Manager and Director of Public Works with a Request to APPROVE a RESOLUTION Adopting Language in the FASTACT to Maximize the Use of Recycled Asphalt Shingles.

BACKGROUND: The City of Peoria is constantly striving to achieve the highest levels of sustainability. For example, Complete Green Streets not only helps alleviate combined sewer overflows in the Illinois River, but it also utilizes local workforces and allows re-investment opportunities in some of the oldest areas in town.
Part of the City’s ‘green’ approach is to recycle as much material as possible. Illinois Public Act 099-0727, the “FAST” Act in IL, is an extension of a Federal Act that allows for units of government to use available standards other than those specified by the state transportation department, including projects that utilize funding from various sources. This Act could give the City the flexibility to customize some project designs.
The implementation of this resolution could also reduce the carbon footprint of construction projects and improve the stability of asphalt mixtures.
FINANCIAL IMPACT: The increased use of recycled materials for pavement will result in reduced costs due to a reduction in virgin liquid asphalt use.
NEIGHBORHOOD CONCERNS: Residents can benefit from the implementation of this resolution through the increased use of recycled materials in their pavement.
