CULLINAN & SON, a Division of UCM, Inc., in the Amount of $381,489.00, with an Additional Authorization of $38,111.00 (10%) for Contingencies, for a Total Amount of $419,600.00. (All Council Districts)

BACKGROUND: Public Works proposes to continue the annual seal-coating contract to preserve roads in good condition to prolong their lifespan and delay costly major reconstruction projects. Sealcoating is a surface treatment used to extend the life of pavement in which the pavement is sprayed with asphalt, which is immediately covered with aggregate and rolled. Seal coats are primarily used to seal pavement with non-load associated cracks and to improve surface friction.
Public Works prepared the contract specifications and advertised for bids. Bids were received and opened on June 1, 2023, with one bidder submitting. There are not many contractors in this area that perform this type of specialized work. Attached is a map of the streets to be treated in the 2023 Program.

R.A. Cullinan is a local business that has successfully performed work for the city in the past.
The subcontractor utilization statement submitted by R.A. Cullinan stated that there will not be subcontracting opportunities on this project as it is a specialty project, requiring specific equipment for the process with no subsidiary work. R.A. Cullinan aims to meet City workforce participation goals. They have successfully met the workforce utilization on the Seal-Coating Contract - 2022 utilizing 20.73% minority (18% goal) and 12.20% women (3% goal).
Documentation was reviewed and approved by the Chief Diversity and Inclusion Officer.
FINANCIAL IMPACT: The project is funded through the Community Investment Plan Project Pavement Preservation - Implementation and project number R2312.
NEIGHBORHOOD CONCERNS: Well-maintained roads are a benefit to all neighborhoods.
IMPACT IF APPROVED: Sealcoating will be constructed.
IMPACT IF DENIED: Sealcoating will not be constructed and may cause roads to further degrade to a condition requiring a more costly, complete reconstruction.
