Communication from the City Manager and Director of Public Works with a Request to Accept the LOW BID of HOROWITZ CONCRETE COMPANY, in the Amount of $404,490.00, and AWARD a CONTRACT for the 2016 SIDEWALK PARTICIPATION PROGRAM with an Additional Authorization of $20,510.00 for a Total Award of $425,000.00.  (City-Wide)

BACKGROUND:  The Sidewalk Participation Program supports requests from citizens and businesses that are interested in improving the sidewalk, curb, and ADA ramp infrastructure adjacent to their properties.  Work under these programs includes replacing eligible, defective sidewalks and curbs and constructing small in-fills in areas that otherwise have sidewalk. These programs include both residential and commercial properties, improve pedestrian safety and accessibility, and can enhance economic development of an area.  Sidewalk Participation is an extremely popular program, with requests typically exceeding resources. The City’s share of costs for sidewalk replacement is 80%, and the adjacent property owner pays 20%.

 

The Curb Participation Program was not funded in Year 2016.

 

Bids for the 2016 Sidewalk Participation Program were advertised in the Journal Star and on the city’s web site, and bids were opened on April 28, 2016 with four bids received, as follows:

Engineer’s base estimate:   $415,000.00

 

Staff requests additional authorization to increase the base bid of the lowest responsible bidder by $20,510.00 to satisfy additional interested participants.

 

Horowitz Construction Co. is a local business that has successfully performed work for the City in the past. This company is a small company with generally 33% of hours of work performed by minority work force.

 

The Good Faith Efforts documentation provided by Horowitz Concrete has been reviewed and approved by the Equal Opportunity Manager. The company will be utilizing a Women Business Enterprise (WBE) to provide trucking services.

 

Engineering for the Sidewalk Participation Program and Curb Participation Program has been completed by Consultants with Master Service Agreements between January 1, 2012 and December 31, 2015.  Public Works Staff coordinated the inspections, quantification, and application mailings to requestors beginning in Year 2016. Further, an Engineering staff member of Public Works Department will be overseeing the construction. Previous consultant costs per program budgets were 22.25% of previous construction budgets. The 2016 consultant surveys plus in-house staff time will be approximately 16.9% of the estimated construction cost.

NEIGHBORHOOD CONCERNS:   Citizens request this program to improve their sidewalk frontage which improves overall neighborhood aesthetics and walkability.

                     

IMPACT IF APPROVED:  Staff can proceed with issuing construction contracts to initiate the 2016 Community Investment Plan’s Sidewalk Participation Program.

 

IMPACT IF DENIED:   The Sidewalk replacement program will be delayed in the 2016 CIP.
