Title
Communication from the City Manager with a Request to APPROVE and Authorize the Execution of a Three-Year CONTRACT with SECURITAS SECURITY SERVICES USA, in an Amount Not-to-Exceed $130,000.00 per Year, to Provide Security Services at City Hall.

BACKGROUND: In an effort to minimize the risk to employees and visitors from the potential of violence the City issued a request for proposals for City Hall security services. On occasion Employees and visitors have felt threatened by irate individuals who have entered the building and approached individuals or groups in offices. Employees have been threatened in person inside the building and via email/telephone. Hostile individuals have presented at public meetings and on rare occasions have made inflammatory statements which caused other meeting attendees to feel unsafe.
The proposal provided for the use of armed private security officers to work with the metal detection devices and video monitoring system the City has already installed.
The Purchasing Division distributed the request for proposal and received four (4) responses. A committee consisting of Facility Operations, Police, Finance and the City Manager’s Office was formed to review the proposals. The results are below:

Securitas proposal not only ranked the highest they also provided the best price of $18.98 per guard per hour.
There will be two guards in the building during working hours and for all after hour meetings.
FINANCIAL IMPACT: The cost of the project is $130,000 yearly. For 2018 the total not to exceed will be $65,000 and the funds are provided in account 1012110-5613999.
