BACKGROUND: On February 25, 2014, the City Council approved the agreement between the City of Peoria and EP!C to perform various services in downtown Peoria on the public right-of-way including, but not limited to trash can cleaning and disposal; recycle can cleaning and disposal; litter pick up, and other cleaning duties as may be assigned by the City of Peoria Public Works Department (Item No. 14-034).  On April 6, 2015, the terms of the agreement were amended to provide services for an additional 44 cans located in the Warehouse District in the amount of $8,580.00.  EP!C empties 150 trash cans and 17 recycling cans for an average cost of $16.29 per can per month.  The current monthly rate is $2,720.00, or $32,640.00 annually for this service.  EP!C provide services for 2 hours every Friday afternoon to pick up litter in the public right of way at the Library, CityLink, the Civic Center, Main Street bars, push cart locations, and any other location with heavy public activity.  The fee was set at $23.10 per worker, for a total of $92.40 per week, which has been in effect since 2007.  EP!C provides extra trash can cleanings three times daily on Thursday, Friday, Saturday and once on Sunday’s for two weeks during the IHSA State Basketball Tournament.  The fee covers employees and expenses at $23.10 per hour per person for a rate of $1,712.96 annually for this service.

 

The contract provides that, upon satisfactory completion of service in 2016, the City may choose to extend the contract for one year.  The unit prices will remain the same unless there is an increase in the Minimum Wage paid by EP!C.

FINANCIAL IMPACT:  A total of $40,000 is earmarked for this work in 2016 account 211-3011-541-39.99 for Refuse Collection/Other.  

 

NEIGHBORHOOD CONCERNS:  Downtown Peoria will have regular trash and litter collection for the benefit of residents and visitors.   

                     

IMPACT IF APPROVED:  These services will continue. Individuals with developmental disabilities will have meaningful employment.

 

IMPACT IF DENIED:  An alternate method of trash and litter collection will have to be determined and many downtown business areas will be plagued by overflowing trash cans and litter.

 

ALTERNATIVES:  Direct Staff to solicit bids.
