Communication from the City Manager and Director of Public Works with a Request to APPROVE an INTERGOVERNMENTAL AGREEMENT between the City of Peoria and GREATER PEORIA SANITARY DISTRICT, to Line Selected City Sanitary Sewer Pipes, in the Low BID Amount of $123,720.00, with an Additional Authorization of $12,372.00 (10%) for Contingencies, for a Total Amount of $136,092.00 (Council Districts 1 & 3).

BACKGROUND:  The Greater Peoria Sanitary District (GPSD) has been providing operation, maintenance, repair, replacement, improvement, and management of the sewer system owned by the City under an intergovernmental agreement dated December 18, 1990.  The current project is part of the ongoing partnership between the City and GPSD and is part of the planned 2022 sewer rehabilitation program. 

 

Project plan documents for lining selected segments of City sewers (GPSD Project #2771) were prepared in conjunction with current GPSD project #2742. GPSD advertised the project and received bids on December 6, 2022.

 

The bids for the City’s portion of the project are below:

Hoerr Construction, Inc. is a local company that has performed work for GPSD and the City.

 

The proposed intergovernmental agreement between the City and GPSD, specifically for sanitary sewer lining under GPSD project #2771, is attached. The 1990 intergovernmental agreement is also attached for reference.

 

The subcontractor utilization statement submitted by Hoerr Construction, Inc. indicates the company will not be utilizing any subcontractors on this project and the company submitted a Minority/Women Business Enterprise (M/WBE) Participation Waiver Request. Documentation is hereby reviewed and approved by the Chief Diversity and Inclusion Officer, Equal Opportunity Office. The company’s Minority/Women Business Enterprise (M/WBE) Participation Waiver Request was granted because of the nature of this project and the specialized equipment and training required. Hoerr Construction, Inc. completed the 2018 Annual Drainage Repair Contract with 2.4% minority workforce hours and 0.5% female work hours. Hoerr Construction, Inc. is committed to reaching the 18% minority and 3% female workforce participation goals.

 

FINANCIAL IMPACT:  The project will be funded through the GPSD Sewer Rehab Program budget. This project is included in GPSD’s previously approved 2022 annual budget.

 

NEIGHBORHOOD CONCERNSThe project will line sewer pipes requiring maintenance and minimize potential system failure and neighborhood disruption.

                     

IMPACT IF APPROVED: Sewer segments will be lined and full system functionality of impacted segments will be restored.

 

IMPACT IF DENIED:  Sewer segments will not be lined and potential preventive maintenance and repair activities will not be completed thereby increasing the risk of service disruption and pipe failure.
