BACKGROUND: In almost all cases, when a structure is demolished in Peoria, the materials from the structure are transported to the landfill for disposal.  
 
For two years, the City has been working with local and out of town people and organizations to establish a de-construction program in Peoria.  De-construction is the demolition of a structure piece by piece.  The end goal is multi-fold.  First, the salvaged materials can be reused, repurposed, or recycled.  Second, the amount (and cost) of material being sent to the landfill is reduced.  Third, jobs are created by local businesses that undertake a deconstruction effort.  Illinois Central College has offered a certificate course on de-construction for the past two years.  During the summer of 2014, the City partnered with ICC by allowing access to a house slated for demolition in order to provide hands-on experience for students in the de-construction program.
 
While all of these efforts have been successful, we have not yet identified an organization that can step forward to launch an ongoing de-construction program.
 
Peoria Architectural Salvage is a new organization with a goal of removing specific salvage items from houses that are slated for demolition.  This is not a full-fledged de-construction program, as it does not entail the removal of almost all elements of the structure.  However, it could be an important and necessary step toward a de-construction program and would allow for the reuse or repurposing of materials from older structures that would otherwise be sent to the landfill.
 
This recommendation is to create a one-year pilot program to allow Peoria Architectural Salvage access to properties prior to a City of Peoria demolition crew arriving for the complete demolition and removal of the structure.  Not every structure that is demolished will have items that are salvageable, but even a limited waste-stream diversion and reuse of materials would be a positive step.
 
Further, the goal of Peoria Architectural Salvage is to grow to the point where jobs can be created by adding to the salvage crew and to provide a retail source for the owners of older structures to match their rehabilitation needs with items that have been salvaged from contemporary homes.
 
Peoria Architectural Salvage will be required hold harmless, defend and indemnify the City as well as providing the City a certificate of requisite  insurance to protect the City from liability.
 
FINANCIAL IMPACT: None.  Peoria Architectural Salvage is not requesting any funds from the City.
 
NEIGHBORHOOD CONCERNS:   Peoria Architectural Salvage will be responsible to ensure all properties they have access to are secure while they are removing materials.
      
IMPACT IF APPROVED:  Peoria Architectural Salvage would be provided access to structures that have been approved for demolition.
 
IMPACT IF DENIED:   The regular demolition process will continue.
