GALENA ROAD, PIN 14-15-200-007, 14-15-200-006, and 14-15-200-009) and Adjacent Properties without the Following PIN Nos.: PIN 14-15-200-014, 14-15-200-015, and 14-15-453-004.

BACKGROUND:  In December 2014, the City of Peoria, Peoria County, Village of Peoria Heights and the City of West Peoria submitted a joint application to the State of Illinois for a new multi-jurisdictional Enterprise Zone.  The new Enterprise Zone, named the Peoria Urban Enterprise Zone (PUEZ), was approved in the summer of 2015 and certified by the State of Illinois in December 2015 and includes a total of 15 square miles. The Peoria Urban Enterprise Zone became active on January 1, 2016. On June 14, 2016 City Council approved a proposed amendment to the PUEZ requested by Peoria County to include the Village of Bartonville, Village of Bellevue, and the Village of Mapleton. Subsequently, all participating jurisdictions in the PUEZ and the State of Illinois approved the proposed PUEZ amendment. Currently, the City of Peoria PUEZ boundaries is 5.70 square miles with 4.31 square miles available.

 

City staff receives ongoing request to expand the City of Peoria’s existing PUEZ boundaries to include properties scheduled for development and/or in need of additional incentives to attract development. Following are proposed properties to be added to the PUEZ.

 

1.                     GALENA ROAD INDUSTRIAL PARK (6423, 6513, 6522 N GALENA ROAD, PIN 14-15-200-007, 14-15-200-006, and 14-15-200-009) and adjacent properties without address: PIN 14-15-200-014, 14-15-200-015, and 14-15-453-004. Council District 3.

 

The unaddressed parcels and 6522 N Galena Road are owned by Illinois American Water Company.  6513 N Galena Road and 6423 N Galena Road comprise the remaining two buildings in the Galena Road Industrial Park not included in the PUEZ. The City of Peoria is aware of a developer interested in purchasing and developing some of the land identified for a winery. The Developer has requested that this property be added to the Peoria Urban Enterprise Zone. 

 

2.                     BIG SHOTS GOLF (9505 N ROUTE 9 and N ORANGE PRAIRIE RD, PIN 08-35-300-023, 08-35-300-030) Council District 5.

 

These parcels are requested to support the proper connectivity from the boundaries of the current Enterprise Zone to the boundaries of the currently approved property.

 

3.                     IDOT RIGHT OF WAY (NO PIN), ON THE SW CORNER OF NORTHMOOR RD AND KNOXVILLE STATE OF IDOT, AND ADAMS OUTDOOR (PINS 14-16-327-009, 14-16-376-001) SEE MAP Council District 3.

 

The city is aware of a developer interested in developing this property and these parcels are additions to complete the area of interest approved at prior council meeting.

 

4.                     HUNT’S DRIVE-IN AT 2027 W. FARMINGTON RD. (PIN 18-06-426-003) Council District 2.

 

This parcel is a request to fill a hole in the City’s current Enterprise Zone as well as create connectivity to other areas of the Zone, within the City of West Peoria.

 

Adding all the proposed properties in the PUEZ increases the City of Peoria’s boundaries by .26 square miles. The total designated miles for the City of Peoria is 5.70 square miles and the added proposed parcels will leave approximately 3.99 square miles remaining.
