Title
Communication from the City Manager and Director of Community Development with a Request for one of the following:
A. Concur with the Recommendation from the CDBG Public Service Commission to APPROVE Funding Recommendations for the NON-PROFIT CAPITAL PROGRAM, in the Amount of $488,560.00; OR
B. Concur with the recommendation from the Staff to APPROVE Funding Recommendations for the NON-PROFIT CAPITAL PROGRAM, in the Amount of $563,085.00.

BACKGROUND: As part of the 2022-2023 biannual budget, funding from the American Rescue Plan and CDBG funds were allocated to the Non-Profit Capital Program. On January 26, the parameters of this program were presented to City Council (Item # 22-041).
Since the requirements stated that full funding would be provided, staff outlined that additional funding could be provided this year to fully fund applications slightly over the $450,000 threshold and that may reduce the funding available for next year.
A total of nine applications were received and reviewed by the CDBG Public Service Advisory Commission. Commissioners scored the applications and used the average score as a basis to begin the funding discussion. A detailed discussion was had regarding the applications until a unanimous vote by the Commission for the attached funding recommendations. The meeting minutes that outline the detailed discussion are also included. When weighing all information that was available, the Commission made a recommendation to not fund the Hult Healthy Living Center application due to the financial capacity of their parent organization. Due to not funding the Hult Healthy Living Center, the organization with the next highest score was recommended to be funded which was the Carver Center. The Commission recommendation is to fund the following organizations for a total of $488,560 - Boys and Girls Club, Minority Business Development Center, Tri-County Urban League, Center for Prevention of Abuse, Dream Center, Crittenton Center and the Carver Center. While staff appreciates the work of the Commission and their recommendation, staff recommends including Hult Healthy Living Center in the funding award due to the initial scoring of their application based on the criteria established by Council. Staff’s recommendation is to fund the seven organizations recommended by the Commission and the Hult Healthy Living Center and increasing the budget of the program by $74,525 for a total recommendation award of $563,085. (Funding breakdown is attached under Staff Recommended Funding column.) Council approved this program for 2022 and 2023 for $450,000 each year. Approving staff’s recommendation would reduce the amount available for 2023 to $336,915.
FINANCIAL IMPACT: $488,560 or $563,085 in ARP and CDBG funding would be expended
NEIGHBORHOOD CONCERNS: The program responds to concerns by providing capital funds for needed improvements to non-profit facilities within Peoria. Commission meetings are open to the public.
IMPACT IF APPROVED: Staff will move forward in providing grants to the recommended organizations.
IMPACT IF DENIED: Staff will not forward in providing grants to the recommended organizations.
