Title

Communication from the City Manager and Director of Public Works with a Request for the Following:

 

A.                     APPROVE a MOTOR FUEL TAX RESOLUTION, in the Amount of $400,000.00, for Engineering Services for the MACARTHUR HIGHWAY BRIDGE RECONSTRUCTION PROJECT.

 

B.                     APPROVE the First Amendment to MASTER PROFESSIONAL SERVICES AGREEMENT #16-119 (E) with INFRASTRUCTURE ENGINEERING, INC. for a Not to Exceed Amount of $200,000.00 Extension, to Complete Engineering Services on the MacArthur Highway Bridge Replacement. (Council District 1)

BACKGROUND: 

A) City Council has previously authorized the 2017 CIP by funding a segment of the upcoming MacArthur Highway Bridge Reconstruction through State Motor Fuel Tax funds. The Motor Fuel Tax Resolution is necessary for IDOT to authorize State Motor Fuel Tax expenditures on specific elements of this project.

 

B) Staff had negotiated Master Service Agreements for Professional Services in Year 2016. Infrastructure Engineering, Inc. was originally authorized for $500,000 through Council Item #16-119 (E). The ongoing design fee and scope for the MacArthur Highway Bridge reconstruction necessitates this increase by $200,000 to continue with engineering services. This will allow staff the flexibility to complete the engineering services as required by IL Department of Transportation for the preliminary and design engineering phases. This project must be fully engineered no later than Spring 2018, in order to access the federal grant of $4,840,000, for letting and subsequent construction. 

 

 

 

FINANCIAL IMPACT:  Project M14365 would be eligible to use $400,000 from the State Motor Fuel Tax fund and allow IDOT to further authorize ongoing work by Motor Fuel Tax Resolution.

 

NEIGHBORHOOD CONCERNS:  N/A

                     

IMPACT IF APPROVED: Staff can issue Work Orders to continue and ultimately finalize Design Engineering on the MacArthur Highway Bridge reconstruction.

 

IMPACT IF DENIED:  Design Engineering would be suspended and run the risk of losing the federal grant of $4,840,00 for the bridge reconstruction.
