BACKGROUND:  The City of Peoria annually improves a consolidated area within the Harrison Impact Zone boundary, as well as a consolidated area for Sidewalks In Need of Repair. Due to the close proximity of the two areas this year staff prepared a bid package that included both projects in an effort to gain efficiency and lower pricing.

 

The City Council held a Special Joint meeting with Peoria Public Schools (PPS) on April 6, 2016 (see #16-098).  A portion of that discussion included PPS’s need to have safer walking routes for students who may lose bus transportation access within 1.5 mile radius of their respective schools. The Public Works Department had quantified the amount of all sidewalk upgrades requested by PPS on routes near Trewyn School which equated to $965,000 on sidewalks and an additional $1,600,000 in infrastructure improvements on Folkers Avenue in front of Trewyn School.

 

One of the walking routes identified by Peoria Public Schools was on Fremont Street between Folkers Avenue and Griswold Street.  The Sidewalk In Need of Repair funds will be to utilized install new sidewalks along this stretch.

 

The Harrison Impact Zone sidewalk project will install sidewalk on the south side of West Seibold Street from Idaho Street to Oregon Street. This is a continuation of the effort to improve and install sidewalks within a three block radius of Harrison School.

 

The Sidewalk In Need of Repair 2016 and Harrison Impact Zone 2016 combined project was advertised and bids were opened on July 26, 2016 with four bids received as follows:

The Good Faith Efforts documentation submitted by C & G Concrete has been reviewed and approved by the Equal Opportunity Manager.  The company will utilize a Minority Business Enterprise (MBE) to provide trucking services equaling 2.6% and a Women Business Enterprise (WBE) for landscaping equaling 8.7% of the total bid amount.

 

Terra Engineering, Ltd., a WBE company, will be performing a portion of Phase 3 Construction Engineering services through their Master Engineering Services Agreement. City’s engineering staff will perform the larger role of Phase 3 construction engineering. 

 

FINANCIAL IMPACT:  The total budget for this reconstruction project will be utilized as follows:

NEIGHBORHOOD CONCERNS:  Peoria Public Schools and PCCEO representatives have worked with City staff to improve the areas near Harrison Learning Center and Trewyn School.  Residents and community partners have been stakeholders interested in these improvements.

                     

IMPACT IF APPROVED:  Sidewalk upgrades can be applied to areas that are eligible for these programs. 

 

IMPACT IF DENIED:  The two programs for Harrison Impact Zone and Sidewalks In Need of repair will be delayed in the 2016 season.

 

ALTERNATIVES:   As Council Directs.
