BACKGROUND:  Orange Prairie Road from Charter Oak Road to War Memorial Drive is in need of rehabilitation. There is a project in the Community Investment Plan to reconstruct Orange Prairie Road in future years. However, due to the existing road condition, the roadway needs interim repairs. This project will patch the concrete pavement from Bridgestone Court to War Memorial Drive. The existing HMA pavement from Charter Oak Road to Bridgestone Court will be milled and overlaid with patching as required. The project also includes installing underdrain at inlets to remove water from the subgrade.

 

Public Works received bids on June 9, 2022, with three bidders submitting.

The Engineer’s estimate for the project is $2,531,410.00

 

R.A. Cullinan is a local business that has successfully performed similar work for the City in the past.

 

The subcontractor utilization statement submitted by prime contractor, R.A. Cullinan, demonstrates that the company will be utilizing the following WBE subcontractors: CJL Landscaping for surface restoration equaling 1.16% of the total contract amount and JD Traffic, Inc. for traffic control equaling 0.69% of the total contract amount. The total WBE percentage is 1.85%; the goal is 5%. The subcontractor utilization statement further indicates that R.A. Cullinan will be utilizing the following MBE subcontractors: Alexander Brothers Construction Co. for traffic control surveillance totaling 0.18% of the total contract amount; Lizz Trucking for trucking services equaling 0.75% of the total contract amount.  The total MBE percentage is 0.93%; the goal is 10%. Participation goals are not met; however, the project includes limited opportunities for subcontracting due to the nature of the work. Documentation is hereby reviewed and approved by the Chief Diversity and Inclusion Officer, Equal Opportunity Office.

 

The Contractor has successfully met the female workforce utilization on the recent HMA Repairs Contract 2021 utilizing 3.5% women (3% goal). The minority goal was not met; 10% minority were utilized compared to the 18% goal.  Staff will monitor and make sure a Good Faith Effort is made to reach these goals.

 

 

FINANCIAL IMPACT:  The Project will be funded in 2022 through funds moved from the Allen Road Reconstruction Project #R2206 identified in the Community Investment Plan and approved by Council on May 10, 2022, under item no. 22-164. Additional funds will be reallocated in the 2023 budget from Allen Road.

 

NEIGHBORHOOD CONCERNS:  Maintained infrastructure is a benefit to all neighborhoods.

                     

IMPACT IF APPROVED: Orange Prairie Road Rehabilitation will continue to be completed in 2023.

 

IMPACT IF DENIED:  Orange Prairie Road will continue to get worse until the funding is available for reconstruction.

 

ALTERNATIVES:  Find budget to move the reconstruction up to 2023.
