Body

BACKGROUND: Public Works is continuing the Pavement Preservation Program to preserve roads in good condition, in order to prolong their lifespan and delay costly major reconstruction projects. The slurry seal is an asphalt emulsion spread on a paved surface to extend the life of the pavement. 

 

Public Works prepared the contract specifications and advertised the project for bids. On May 31, 2016, bids were accepted and opened, with one bidder submitting. This type of work is rather specialized, with few contractors in the area.

Microsurfacing Contractors, LLC is a local contractor, which has performed this work for the City during the previous two years in a sound manner. 

 

The Good Faith Efforts documentation submitted by Microsurfacing Contractors has been reviewed and approved by the Equal Opportunity Manager.  The company's Minority/Women Business Enterprise Waiver Request was granted because no subcontracting opportunity existed.  Micro-surfacing and crack filling are the only scope of work items available.

 

FINANCIAL IMPACT:  Funding is available through the 2016 Community Investment Plan for Pavement Preservation, Project L16000.

 

NEIGHBORHOOD CONCERNS:  Well-maintained roads are a benefit to all neighborhoods.

                     

IMPACT IF APPROVED:  Slurry seal pavement preservation will be constructed.

 

IMPACT IF DENIED:   Slurry seal pavement preservation will not be constructed.
