Communication from the City Manager and Director of Public Works with a Request for the Following:
A. APPROVE a CONTRACT with PEORIA METRO CONSTRUCTION for the Structural Repairs of the Niagara, Jefferson, Twin Towers, and the One Technology Parking Decks, in an Amount Not to Exceed $1,706,210.25. (Council District 1)
B. APPROVE a CONTRACT with J.C. DILLON, INC. to Provide Directional Boring and the Installation of 2” PVC Conduit and Electrical Handholes to Allow City Staff to Install Fiber Optic Line to Niagara, Jefferson, and One Technology Parking Decks for the Parking Control Equipment, in an Amount Not to Exceed $58,445.68. (Council District 1)
C. ADOPT an ORDINANCE Amending the City of Peoria 2018 AMENDED ANNUAL BUDGET Relating to the Capital Fund to Recognize the Receipt of $11,306.18 from the Technology Deck Escrow Account and the Corresponding Expenditure to Provide Directional Boring and the Installation of 2” PVC Conduit and Electrical Handholes for this Facility. (Council District 1)

BACKGROUND: The City of Peoria owns four parking deck structures: Jefferson Deck, Twin Towers Deck, Niagara Deck and Technology Deck, in Downtown Peoria. These structures provide safe and convenient parking for employees, residents and visitors in downtown Peoria.
A. As part of the continuing maintenance of the City of Peoria’s parking assets, various repairs are periodically required. This contract provides for extensive repairs on all parking decks including Twin Towers, Niagara, Jefferson and One Technology to include concrete repair, patching, caulking and resealing. These repairs are required to keep the parking structures safe for Citizens and visitors and to keep the decks from deteriorating further.

Bids received exceed available funding of $1,706,210.25. Staff is recommending a Contract with the low bidder, Peoria Metro Construction, not to exceed the amount of the available funding.
The cost of the work in each structure is as follows:

B. In October 2017, the City entered into an agreement with Heartland Parking to provide and install new parking control equipment in the 4 City parking decks, which will be installed in Spring 2018. This equipment will replace obsolete equipment that is no longer manufactured. The new equipment will allow credit card use and is also compatible with parking applications, such as Passport Parking and SpotHero, which allow smartphone payment or prepayment for parking.
Since the new equipment uses internet-based technology, it needs to be connected to the internet by means of cable or fiber to the City system. Connecting the parking decks to cable will require a set-up fee and a continuous fee of approximately $99.99/per month, per deck. Alternatively, a fiber cable would connect all the facilities to the City system, which would cost more upfront, but avoid ongoing monthly cable cost. Running fiber can be done by City staff; however, several locations need to be connected by 2” PVC conduit. Quotes of the local providers of this service are below. City staff recommends hiring J.C. Dillon, Inc. to install 2” PVC conduits where needed between City Hall and the City parking decks, which will be used to accommodate fiber for the parking equipment. Additionally, this new conduit can be used to accommodate future technology connections between these City-owned facilities without further boring expenses.

IMPACT IF APPROVED: A. The parking structures will be repaired as planned, using the available funding.
B. The parking deck equipment will be connected to the City fiber system and not require connection via cable.
IMPACT IF DENIED: A. The parking structures would continue to deteriorate to the point of reconstruction rather than maintenance. Cost for repairs would increase with further deterioration.
B. The parking equipment will need to be connected via cable and an annual fee for this connection will need to be budgeted.
