Communication from the City Manager and Director of Public Works with a Request to APPROVE RESOLUTIONS of PROPOSED MATCH FUNDING for Surface Transportation Block Grant Funds, State Fiscal Years 2023 and 2024, for the Following:

 

A.                     APPROVE a RESOLUTION of Proposed Match Funding for PIONEER PARKWAY AND UNIVERSITY STREET INTERSECTION; the Federal Fund Proposed is $2,660,000.00, and Local Match Shall Be No Less Than $1,140,000.00 (Council District 5) 

 

B.                     APPROVE a RESOLUTION of Proposed Match Funding for SW WASHINGTON STREET, From LIBERTY STREET TO EAST OF HAMILTON BOULEVARD; the Federal Fund Proposed is $2,772,000.00, and Local Match Shall Be No Less Than $1,188,000.00. (Council District 1)

BACKGROUND:  The Peoria-Pekin Urbanized Area Transportation Study (PPUATS) is a coalition of surrounding communities that comprise the federally mandated Municipal Planning Organization for the Peoria Metropolitan Area. The PPUATS group will receive Surface Transportation Block Grant (STBG) federal funds for roadway reconstruction in State Fiscal Years 2023 and 2024.

 

The City has put forth two applications for these federal funds, one for Pioneer Parkway & University Street intersection reconstruction and the other for SW Washington Street reconstruction from Liberty Street to east of Hamilton Boulevard.

 

These Resolutions are required in the grant application package to ensure that the local community will approve the projects to be considered for federal funds. These resolutions must be submitted to PPUATS by April 30th, but they do not require the local community to allocate the funds unless the projects are selected for approval.

 

Projects will be scored based on safety, traffic volumes, multi-modal capabilities, sustainability, and regional significance. 

 

In addition to these applications, Peoria County will be applying for a section of Lake Avenue between Sheridan Road and Knoxville Avenue.  Per our existing agreement with Peoria County if they are successful in obtaining funds for this work, the City would be responsible for half of the local share for that project.  The local share on the County’s application is estimated to be $1,820,000.  The City would be responsible for $910,000. 

 

FINANCIAL IMPACT:  No funds must be allocated now, but if the projects are awarded then funds must be allocated in Fiscal Years 2023 and/or 2024 and be placed into the future Community Investment Program.

 

NEIGHBORHOOD CONCERNS:  Staff will coordinate with the neighborhoods near these projects if these projects are awarded by PPUATS.

                     

IMPACT IF APPROVED:  Our applications will be reviewed by the PPUATS subcommittee for consideration.  If either project is selected staff would begin making arrangements to incorporate the project into our 5 year plan.

 

IMPACT IF DENIED:  Either or both projects may be fully withdrawn from federal funding consideration for STBG funds.
