Communication from the City Manager and Director of Public Works with a Request to Approve a Professional Services AGREEMENT with ALTA PLANNING + DESIGN, in an Amount not to Exceed $81,193.00, to Develop a BICYCLE MASTER PLAN.

BACKGROUND:  The City of Peoria receives a growing number of requests for bicycle routes and facilities.  Over the last few years, several off-street bike trails and painted bike lanes have been constructed to help accommodate these requests and better allocate roadway widths.  However, no citywide plan has been developed to tie these together and form a connected network of bicycle facilities.  A consolidated bike plan for the entire city would be needed to help staff prioritize projects and ensure that the City's bike network is a safe and interconnected system for all users.  This plan would assist City Staff in implementing Complete Streets ideals within the community, as well as plan for future improvement projects.
 
In the 2014 Community Investment Plan, a Bike Route Master Plan project was proposed and budgeted as a multi-year program.  The Plan's budget includes hiring a consultant to develop the overall master plan in 2014, and the implementation of the priorities and concepts as directed in the Plan in 2015 and beyond. The CIP sheet for this project is attached as Exhibit 1.
 
This spring, City staff issued a Request for Qualifications for a consultant to perform the professional services to create a Bicycle Master Plan.   A committee of City Staff and a member of the bicycling community reviewed the ten submittals received.  The committee rated the submittals based on qualifications of the firm, its staff and its previous projects.  The firm Alta Planning + Design was the selected consultant because of their vast experience in developing bicycle plans and their comprehensive public involvement approach.  Alta Planning + Design will be teaming up with local firms Crawford, Murphy & Tilly and Infrastructure Engineering to provide these professional services.  The Agreement, its Scope and Fee sheets, are attached as Exhibits 2, 3 and 4.
 
FINANCIAL IMPACT:  The professional services will be paid from the Bike Route Master Plan project PB1401, account 401-8403-552.36-52 ($75,000) and Community Development's account 101-1914-507.31-32 ($6,193).
 
NEIGHBORHOOD CONCERNS:  A bicycle master plan will help staff set priorities for bicycle facilities throughout the city.  These facilities will be designed and located to benefit all city residents and visitors to use bicycles for recreation and commuting throughout the city.
      
IMPACT IF APPROVED: The City will enter into an agreement with the consultant and start development of the Bicycle Master Plan, which will guide and set priorities for future City infrastructure projects and help shape our roadway system.
 
IMPACT IF DENIED:  Staff will look at other ways to provide these services.
