Communication from the City Manager and Director of Public Works with a Request to APPROVE the Low BID of R. A. CULLINAN & SONS, and APPROVE a Construction CONTRACT, in an Amount Not to Exceed $900,000.00, from the Base Bid of $749,719.92, for the HMA OVERLAY CONTRACT - 2021. (Council Districts 3, 4, and 5)

BACKGROUND:  Public Works reviewed the condition of local streets throughout the city and identified five local streets to mill and overlay. The streets include High Point Terrace (District 3), Glen Ave. and Austin Dr. (District 4), and Altorfer Dr. and Sommer St. (District 5).

 

Public Works prepared the contract specifications, and bids were received on August 26, 2021 with one bid received, as follows:

Since the time of our bid opening for this project, staff identified Nebraska Ave. as an additional street to add to the contract. In order to address Nebraska, staff recommends increasing this project to $900,000.00, which is within our original CIP budget.

 

R.A. Cullinan is a local business that has successfully performed work for the City in the past. Most comparably to this project, they performed the 2019 Sheridan Road Mill & Overlay Project. They achieved 14.7% (18% goal) hours performed by Minority workers and 6.3% (3% goal) of hours performed by Female workers, per eprismsoft.com.

 

The Good Faith Efforts documentation submitted by R.A. Cullinan were reviewed and approved by Public Works. The Company proposes to utilize 0.9% MBEs for Trucking and 1.3% WBEs for Traffic Control and Trucking. Due to the nature of the project, there are minimal opportunities for subcontractors based on the limited scope of work that requires specialized construction equipment. Furthermore, the Contractor will make a good faith effort to reach and exceed the 18% minority utilization and 3% female utilization in hours worked on the project.

 

FINANCIAL IMPACT:  This construction contract is budgeted in the 2021 Roadway infrastructure Improvements in the 2021 Community Investment Plan.

 

NEIGHBORHOOD CONCERNS:  Roads in good conditions are a benefit to the neighborhood. 

                     

IMPACT IF APPROVED: HMA Overlays will be constructed and completed within reasonable time.

 

IMPACT IF DENIED:  HMA Overlays will not be constructed and the roadway infrastructure will continue to decline. The Roadway Infrastructure program in 2021 will be deferred or cancelled. If deferred, and approved later in 2021, the construction costs will likely increase.

 

ALTERNATIVES:  As Council directs.
