ACTION REQUESTED: 

Title

Communication from the City Manager and Director of Public Works with a Request for the Following:

 

A.                     ADOPT an ORDINANCE Amending the CITY OF PEORIA 2018-2019 BIENNIAL BUDGET Relating to the Capital Fund for the Insurance Reimbursement of $30,000.00 and the Use of Capital Fund Balance, in the Amount of $64,154.00, for the Repairs to the REBECCA ARBOR, in the Amount of $94,154.00. (Requires a supermajority vote);

 

B.                     A CONTRACT with WM. AUPPERLE & SONS, INC. in the Not-to-Exceed Amount of $94,154.00, plus 10% Contingency, for Repairs to the REBECCA ARBOR. (Council District 2)

 

Body

BACKGROUND:  The Rebecca Arbor was struck by a car this fall and requires repair, including the replacement of a damaged column. The column was knocked 6” out of plumb at the top and will need to be reconstructed to ensure its stability.  Reconstructing the column will require removing the beams and girders on part of the arbor. After reconstruction of the column, the beans and girders will be put back into their original location.

 

Since the accident, part of Rebecca Place, under and around the Arbor, has been closed to traffic as the structure is evaluated for repairs.

 

FINANCIAL IMPACT:  The driver of the accident had liability insurance in the amount of $30,000 and City staff will work to obtain the remainder from him.  In the meantime the funds to pay for the repair will come from fund balance. 

 

NEIGHBORHOOD CONCERNS:  Repairing the Rebecca Arbor will restore traffic to its original condition as well as eliminate the safety hazard that the damaged arbor currently poses.

                     

IMPACT IF APPROVED: The Arbor column will be replaced and the necessary repairs made to the Arbor. Furthermore, Rebecca Place will reopen to traffic.

 

IMPACT IF DENIED:  Rebecca Place will continue to be closed and the Arbor will remain damaged and potentially hazardous to the public due to the compromised infrastructure.
