Communication from the City Manager and Director of Public Works with a Request to APPROVE the Selection Process and Approve an AGREEMENT with MILLENNIA PROFESSIONAL SERVICES, in the Amount Not to Exceed $770,885.92, for Phase 3 Engineering Services for the NORTH UNIVERSITY STREET PROJECT (From PIONEER PARKWAY to TOWNLINE ROAD).  (Council District 5)

 

Body

BACKGROUND:  The City has received approximately $2 million in funding from an Economic Development Program (EDP) grant and approximately $2 million in funding from an Economic Development Administration (EDA) grant to fund the project. The EDA requires a project specific Request for Qualifications to select the engineering team. 

 

A Request for Statements of Interest and Qualifications for the proposed project was advertised in the Peoria Journal Star and on the City of Peoria web site on January 12, 2018 and January 13, 2018.  Submittals were accepted February 2nd, 2018 with four (4) companies submitting. The teams submitting were Farnsworth Group, Maurer- Stutz; Midwest Engineering Associates, Inc.; and Millennia Professional Services.

 

The selection team included the Public Works Director, Traffic Engineer, and a Civil Engineer II.  The selection criteria included:

 

25% Technical Approach

10% Firm Experience

25% Staff Capabilities

10% Work Load Capacity

20% Past Performance

10% Other-EEO and local presence

 

The selection team met to discuss the results and, after deliberation, the selection committee agreed by consensus that the best team would be Millennia Professional Services.   City staff has negotiated scope of services with Millennia in order to provide the best possible engineering service contract for this project.

 

Millennia is a minority business enterprise (MBE) and they will be subcontracting with TERRA Engineering, a women business enterprise (WBE), for 5-10% of the work for the contract and Infrastructure Engineering, a minority business enterprise (MBE), for 10% of the work of the contract.

 

FINANCIAL IMPACT:  Staff has identified some projects in the 5th District that have come in under budget that can potentially fund the City portion including Alta/Radnor and Allen/Alta. The EDA requires a project specific RFQ process. If we do not use follow their requirements, we could lose the EDA grant funding for the Phase 3 Engineering Services. 

 

NEIGHBORHOOD CONCERNS:  Plans to modernize North University were developed in response to reoccurring concerns over several years from many businesses within the industrial park on the street's inadequacy because of its:  a) narrow width, b) lack of turning lanes, c) poor drainage, d) lack of curb and gutter, and d) weak subsurface. University Street has an average of 7,500 to 10,000 vehicles traveling on it daily.

 

The modernization of North University within Pioneer Industrial Park will directly support the job retention and creation capacity for Advanced Technology Services, Inc. (ATS), G&D Integrated Contracted Logistics, Inc. (G&D), JT Fennell Co., Inc. (JTF), Lynch Aluminum Manufacturing Co. (LYNCH), and Supply Chain Services International (SCSI).

 

The modernization of North University is a critical infrastructure investment to Pioneer Industrial Park as it would expand the road and firmly establish the industrial park as a place to attract new industry, encourage business expansion, and generate job growth and investment in the region.

IMPACT IF DENIED:  Construction engineering services for the University project will not begin.
