Title

Communication from the City Manager and Director of Public Works with a Request to APPROVE Supplement No. 1 to a Preliminary Engineering Services AGREEMENT with HERMANN & ASSOCIATES, LLC, in the Amount Not to Exceed $33,100.00, for Engineering Services for the NORTH UNIVERSITY STREET from PIONEER PARKWAY to TOWNLINE ROAD PROJECT.  (Council District 5)

Body

BACKGROUND:  The City has received approximately $2 million in funding from an Economic Development Program (EDP) grant and approximately $2 million in funding from an Economic Development Administration (EDA) grant to fund the project.

Hermann & Associates was selected for the Phase 1 and 2 engineering for the project (Ref. Council Item 17-162). The preliminary environmental site assessment (PESA) performed by Huff and Huff, a sub consultant, identified 20 potentially impacted properties that require a preliminary site investigation (PSI). This supplement to the agreement is for the required environmental investigation.

FINANCIAL IMPACT:  80% is covered by two grants received for the project and the remaining 20% was budgeted in the 2018 Community Investment Plan.

NEIGHBORHOOD CONCERNS:  Plans to modernize North University were developed in response to reoccurring concerns over several years from many businesses within the industrial park on the street's inadequacy because of its:  a) narrow width, b) lack of turning lanes, c) poor drainage, d) lack of curb and gutter, and d) weak subsurface. University Street has an average of 7,500 to 10,000 vehicles traveling on it daily.

The modernization of North University within Pioneer Industrial Park will specifically directly support the job retention and creation capacity for Advanced Technology Services, Inc. (ATS), G&D Integrated Contracted Logistics, Inc. (G&D), JT Fennell Co., Inc. (JTF), Lynch Aluminum Manufacturing Co. (LYNCH), and Supply Chain Services International (SCSI).

The modernization of North University is a critical infrastructure investment to Pioneer Industrial Park as it would expand the road and firmly establish the industrial park as a place to attract new industry, encourage business expansion, and generate job growth and investment in the region.

IMPACT IF APPROVED: The preliminary site investigation (PSI) would be performed.

IMPACT IF DENIED:  The preliminary site investigation (PSI) would not be performed.
