BACKGROUND:  In October 2019 when inspecting an erosion problem near the railroad crossing on Abington Street near Madison Avenue, City staff found an existing 8-foot diameter pipe culvert crushed and full of debris that was obstructing flow stream flow. The drainage repair contractor removed the debris and removed the damaged pipe. A temporary repair installed a 42” pipe and a 30” pipe to convey the water until a permanent fix could be designed. In March 2020, a large storm event caused water backup and flooding of adjacent properties. The City’s drainage repair contractor then removed the previous temporary installation and installed a 6-foot diameter pipe. That repair has held up while finalizing the design and securing property to replace the original culvert.

 

This Stormwater Utility-funded capital improvement will remove the temporary culvert and install a new 8-foot square concrete box culvert that will connect to the existing arch culvert under the railroad. Hanson Professional Services prepared the plans and contract documents.

 

Bids for the Abington and Madison Pipe Culvert Replacement Project were advertised in the Peoria Journal Star and on the City’s website. Bids from two qualified bidders were received and opened on October 25, 2022. Both bidders submitted alternate bids as required by the contract documents as follows:

The construction contingency on this project is 15% instead of the normal 10% because Public Works will ask the contractor to use surplus material from a Peoria County project and install it at this location. The material is 154 square yards of concrete revetment mat that will be used to stabilize the channel and guard against erosion. A contract change order will be created once Public Works determines the contractor installation cost and the material cost to be paid to Peoria County.

 

Stark Excavating is a Bloomington, IL based business that has successfully performed work for Peoria many times in the past. On the Prospect/Humbolt Wall project, Stark’s minority workforce hours were 12.3% (18% goal) of the total hours worked and the female workforce hours were 0% (3% goal) of the total hours worked.

 

The subcontractor utilization statement submitted with Stark’s bid, states they will use two MBE companies to perform 9.0% of the contract and one WBE company that is 2.3% of the contract. These amounts do not reach the 10% MBE or 5% WBE goals. Stark’s MBE/WBE Participation Waiver Request states they made good faith efforts to subcontract with qualified MBE and WBE contractors but were unable to achieve the goals because the subcontractor proposals were too high. Documentation has been approved by the Chief Diversity and Inclusion Officer.

 

FINANCIAL IMPACT:  The project will be funded through Project O2203 for the Culvert at Abington St. and Madison Ave. identified in the 2022 Community Investment Plan.

 

NEIGHBORHOOD CONCERNS:  Previous flooding due to the failure of the culvert caused damage to adjacent properties. Installing the new culvert will carry the stream flow and minimize damage due to large rainfalls.

                     

IMPACT IF APPROVED: Project will be constructed and the temporary culvert installation will be removed.

 

 

IMPACT IF DENIED:  Existing temporary culvert with reduced capacity will remain.
