Communication from the City Manager and Chief of Police with a Request to APPROVE a Sole Source PURCHASE of Forty (40) HP ZBook Fury-17 Laptops and Forty (40) HP Thunderbolt-G2 Docks from BASICITS, in the Amount of $93,880.00, Under the Department of Justice (DOJ) Bureau of Justice Assistance (BJA) 2020 CORONAVIRUS EMERGENCY SUPPLEMENTAL FUNDING GRANT.

BACKGROUND:  In 2020 the City of Peoria was awarded $201,173.00 under the Department of Justice (DOJ) Bureau of Justice Assistance (BJA) 2020 Coronavirus Emergency Supplemental Funding (CESF) Grant. Initially the Grant was budgeted to pay for supplies, equipment and overtime related to the COVID-19 Pandemic. As of Q1, 2022 there is $58,092.72 remaining in the grant. The City of Peoria requested and received from the BJA a 1-year extension on the performance period of the grant. The City of Peoria Police Department is requesting to utilize the remaining $58,092.72 to purchase HP Laptops and Docking Stations for its Investigations personnel to replace their stationary department workstations. This would allow Detectives to not only distance themselves when necessary due to COVID-19 while still performing their essential functions but would also give them more mobility while having access to information needed to carry out their investigations. In addition, this would free up more stationary workstations for Information Systems to utilize to replace aging and end-of-life workstations in the Police Department. The City of Peoria would fund $58,092.72 of the purchase from the 2020 Coronavirus Emergency Supplemental Funding Grant, and the remaining $35,787.28 from the Police Technical Services Account (101-2133-50.30-99).

 

FINANCIAL IMPACT:  The City of Peoria would be able to successfully utilize the remaining $58,092.72 in grant funding and spend the remaining $35,787.28 from the Police Technical Services Account (101-2133-50.30-99).

 

NEIGHBORHOOD CONCERNS:  There are no neighborhood concerns identified at this time

                     

IMPACT IF APPROVED:  The City of Peoria Police Department will utilize the full CESF Grant award amount to equip its investigations personnel with versatile mobile technology allowing them to work efficiently and safely.

 

IMPACT IF DENIED:  If denied, the City of Peoria Police Department would not be able to equip its investigations personnel with equipment to work in a mobile environment and would additionally have remaining grant funds to allocate or lose if not spent within 2022.

 

ALTERNATIVES:  There are no alternatives identified at this time.
